WHO IS RESPONSIBLE FOR THE TORTURE OF WOMEN AND CHILDREN BY RADIATION DIRECTED BY SATELLITE? (10-29-2008)

More than nine years of federal litigation have established on the federal record, concrete, specific, and conclusive evidence showing that federal judges that include Ricardo H. Hinojosa, Randy Crane, Dorina Ramos, and Peter Ormsby have become instruments of the Executive, and have attempted to discredit as delusional the harm caused on men, women, and children by a malicious satellite surveillance and tracking in order to protect those engaged in fraud of federal funds, fraud on the courts, and corruption of legal education.

Satellite technologies are in use against those who denounce injustice and are replacing the dragging and hanging. Exhibit “7" describes the swelling pains and suffering caused by invisible and silent radiation, and demonstrates that we are dealing with the same mentality that murdered and tortured women and children in concentration camps. Every day these judges stay on the bench represents a crime to humanity, a violation to due process and a violation to the Clause of Separation of Powers. David L. Guerra, Counsel for the former US Attorney General, Alberto Gonzales claimed the use of gamma and x-rays for surveillance of residences is legal despite of evidence showing the physical harm caused on children.

The cases below expose the fact that there is no safeguard in place to impede that the same mentality that tortured and murdered women and children in concentration camps use advanced satellite technologies to make homes, schools, hospitals, churches, and even vehicles, virtual microwave ovens. This is the time to ask questions.

My three children and I are the subject of torture by satellite tracking and Organized Stalking as retaliation for denouncing fraud of federal funds, racial discrimination and judicial corruption. This Complaint points out to specific and concrete evidence on the federal record showing the legitimacy of my claims. Please See Exhibit '1' (attached) which describes some of the physical harm caused on myself and on my children by overexposure to the radiation used by satellite tracking. Exhibit '2' and '3' describe some of the physical harm caused on myself by overexposure to radiation. Exhibit '2'is a Decision of the Social Security Administration finding my electromagnetic sensitivity a severe impairment. Exhibit '3' is a Physician Statement of Disability by the Texas Department of Aging and Disability Services which describes some of harm caused by the overexposure to radiation.

I was maliciously overexposed to radiation for the first time in 1997, as retaliation for denouncing a fraudulent scheme against the second largest law school in the country, the Thomas M. Cooley Law School located in Lansing, Michigan. At that time I was going on my second year of law school. I found myself on the emergency room with a swollen heart and breathing difficulties a few days after I submitted to the dean of the law school evidence that the law school engaged in racial discrimination, fraud of federal funds, and the giving away of law degrees to those affiliated to government agencies. At that time, I had been elected president of the Hispanic Law Society and I had been on the Dean's list.

The Electronic Aggression and the Organized Stalking forced me to leave my studies one month away from finishing the last semester in the State of Michigan, and I returned to my hometown, Mission, Texas. I left the law school in good moral and academic standing. In my efforts to stop the electronic aggression, I sought help from the federal courts. Although the litigation did not stop the electronic aggression, the following line of cases established on the record the legitimacy of my claims.

A motion for summary judgment established as a matter of law the injuries caused on myself by the electronic aggression, my mental stability, and the fact that the law school incited against me a retaliatory federal electronic surveillance and Organized Stalking for denouncing the fraudulent scheme, including a fraud of student money committed by the president of the law school and former Chief Justice of the Michigan Supreme Court, Thomas E. Brennan, and by the then judge of the Michigan Court of appeals, Roman S. Briggs. Jesus Mendoza Maldonado v. The Thomas M. Cooley Law School, et al, W. Dist. MI., Case No. 5: 01cv93.

On 2003, I filed a law suit against the US Attorney General John Ashcroft to stop the electronic aggression after I saw two of my children with convulsions and seizures while detection equipment was showing high intensities of radiation inside our home. US District Judge Ricardo H. Hinojosa assigned US Magistrate Dorina Ramos to hear the case. Judge Ramos recused herself in light of evidence that Judge Ramos ignored conclusive evidence of a fraud of student money committed by Judge Brennan and Judge Gribbs, and ignored evidence of the harm caused by the electronic aggression before sending the case against the Thomas M. Cooley Law School from McAllen, Texas to Grand Rapids, Michigan. US District Judge Ricardo Hinojosa reassigned the case to Judge Ramos.

On a hearing before US Magistrate Dorina Ramos, my wife testified to the pain and suffering caused on myself and on my children when detection equipment shows high intensities of directed radiation inside our home, and how the readings on the meters go down as soon as I try to video tape the aggression. On a Report and Recommendation to dismiss the case, Judge Ramos altered the testimony of my wife to imply that I am delusional. The Report states that my wife testified that my problems subside as soon as I operate a video camera. Judge Hinojosa declined to consider the judicial misconduct of Judge Ramos and dismissed the case.

During the litigation of this case, the US Attorney General did not oppose evidence of alteration of testimony by Judge Ramos; acknowledged my mental stability; and claimed that the use of ionizing radiation (x- and gamma rays) for surveillance of residences is legal. During the litigation of this case, the US Attorney General did not oppose an affidavit of a former government agent who was sent to the emergency room with internal bleeding every time he offered to testify in court to my mental stability and to the legitimacy of my claims of electronic aggression. During the litigation of this case, the US Attorney General did not oppose evidence showing that three federal agents (Mark Miller, Michael Rodriguez, and Jeffrey Schrimer, who identified themselves to the principal of the school as FBI agents) engaged in harassment at my work place, a day I attempted to file a criminal complaint against officers of the Thomas M. Cooley Law School. During the litigation of this case, the US Attorney General did not oppose video tape evidence of the pain and suffering caused on myself and on my children while detection equipment indicated an electronic aggression, and evidence that federal agencies are using harmful satellite radiation technologies which are otherwise reserved for national security and the military to direct radiation into residences.

Although the Court of Appeals recognized my electrical sensitivity, the harm caused by the electronic aggression, the court did not address the magistrate's alteration of testimony to dismiss the case, finding that I had failed to establish a connection between the electronic aggression and the US Attorney General. The US Supreme Court declined to get involved in the case. (Maldonado v Ashcroft, Case No. M 03-038; US Court of Appeals for the Fifth Circuit Case No. 04-40095; Jesus Mendoza Maldonado v Alberto R. Gonzales, U.S. S. Ct., Case No. 04-9908).

I submitted to the City of Mission Police Department videotapes showing high intensities of radiation on detection equipment and the pain and suffering inflicted on my children. The Chief of police, Lio Longoria claimed that he was to investigate the case himself. After examination of the videotapes, Joe Gonzales an investigator for the police department concluded that our home had been the subject of an electronic aggression. Another investigator, Ezequiel Navarro, claimed that the local office of the Federal Bureau of Investigation had directed him no to intervene on the case, because of an ongoing investigation of my activities by the Central Intelligence Agency.

Based on these facts, and on the facts established by the litigation against the US Attorney General, I filed a lawsuit in Washington, D.C. The lawsuit sought an Order to compel the Defendants to cease and desist from using radiation surveillance during any investigation of my activities, and to show cause for the investigation. Without a hearing, and without allowing the Defendants to respond, US District Judge Richard W. Roberts, dismissed the Complaint as delusional or fantastic.

On November 21, 2006, Ginsburg, Chief Judge, and Randolph and Tatel, Circuit Judges denied the Petition for Rehearing. The same day, Ginsburg Chief Judge, and Sentelle, Henderson, Randolph, Rogers, Tatel, Garland, Brown, and Kavanaugh, denied the Petition for Rehearing in Banc.

Judge Kavanaugh, a former White House aide (and possibly a former officer of the Thomas M. Cooley Law School), failed to recuse himself from the case. Judge Kavanaugh is disqualified to hear cases of domestic surveillance because while working as White House aid, Judge Kavanaugh was involved in crafting strategies to conceal from Congress the harmful use of radiation domestic surveillance programs. Judge Kavanaugh has been the subject of a Congressional inquiry to determine if he deceived a Congressional Committee during confirmation hearings. On June 21, of 2007, the US Supreme Court declined to get involved in the case.

Bush in his official capacity as President of the United states of America, US Court Supreme Court, Case No. 06-9569.

Organized Stalking is a copy of the method used by dictatorships to retaliate against those who denounce injustice. Organized stalking includes pervasive street following and high speed road harassment, and disruption of daily routines aimed to overload the senses of the target and to cause harm in a way that appears natural, accidental, self inflicted, or the result of a mental problem. Hate groups and groups disguised as neighborhood watch members organize the stalking groups. They fuel support and participation from others by circulating false rumors that the target is mentally insane, child molester, drug dealer, a prostitute, homosexual, spy, terrorist, etc. People from all walks of life, from the homeless to professional people, compose these groups. There is evidence that funding for these activities may come from hate groups, and from federal funded faith funds for congregations. Members of these groups are found on the courts, on the universities, hospitals, the clergy and even on law enforcement agencies. The road harassment has resulted in deadly consequences. Children have been picked dead from the pavement in this area. Evidence that the shootings on campuses and congregations across the country are a reaction to Organized Stalking include the swift intervention of federal agencies to remove evidence showing that the culprits were reacting to pervasive harassment.

There have been several attempts to run over my children and myself. Some of the identified organizers of Organized Stalking include Michael James Lindquist, a self proclaimed apostle of a non-Christian federal funded congregation; Diane K. Smedley, a high school teacher; Ruth Watkins, the wife of a high school teacher; and Christopher T. Lohden, a pilot of a local bank. Without a hearing and despite of defendants' admissions and incriminating evidence, US District Judge Lynn N. Hughes, dismissed the case.

The Defendants did not oppose the appeal. A panel composed of Chief Judge Jones, and King and Dennis found the appeal frivolous and issued a warning of sanctions. Chief Judge Jones was disqualified to hear this case since she had ignored conclusive evidence of fraud on the court by Judge Ramos and Judge Hinojosa to benefit those engaged in fraud of federal funds and retaliation. US Court of Appeals for the Fifth Circuit, Complaints of Judicial Misconduct Nos. 04-05–372-0089 and 90. Maldonado v Lindquist, et al, US District Court Southern District of Texas, Houston Division, Case N0. H-05-97.(US Court of Appeals for the Fifth Circuit Case No. 05-20257).

This case exposes the fact that there are no safeguards in place to impede that the same mentality that tortured and murdered women and children in concentration camps, use silent and invisible technologies to harm people in homes, vehicles, schools, courts, hospitals, and even congregations.

HOW I FOUND THE MANUAL TO LIFE, My testimony (1-15-2008).

What you are about to read in these pages may seem to be a diabolic nightmare. One time I heard that God whispers to your ear before He throws you a brick to call your attention. Only this horrifying experience could send me in a frantic search for God.

I lived a laid back life, and I thought I had what I needed. All of the sudden I found myself lying down on a chicken house dying in pain, struggling to breathe, forgotten by all, and with no hope. I begged to the Lord for my life so I could serve Him. God answered my prayers. This trial has shown me that we have a living God that punishes the same way a loving father punishes his children.

I had lived an honest life. However, I did not have God on my heart. I was arrogant, proud of myself, always criticizing others' mistakes, wise on my own opinion, and I had an answer to everything. Without knowing, I was like an animal going to its own destruction. I got married for the third time in 1994. A year later I started law school in the State of Michigan. My plan was to work as a lawyer to help the poor. If I could make the same money I make working as an auto-mechanic while helping the needy, I will be killing two birds with one stone, I thought. However, my thoughts started to change by the second year of law school. I started to think that maybe it was not right to study day and night to help those who probably were not going to appreciate it. I did not know that the tribulation was near.

Everything started when I found evidence that the law school was a big fraud. All of the sudden I found myself on the emergency room with chest pain, and difficulty to breathe. Something was telling me that my maladies had to do with the evidence of fraud that I had found. I became the subject of road harassment by weird people, and I felt like electrical shocks all over my body. I moved from my apartment, and placed aluminum paper in between the covers in my efforts to ameliorate the pain and be able to sleep. I would go from place to place looking for a place to study to no avail. The harassment was following everywhere I would go. I was confused, and many times I was asking myself whether I was losing my mind. The harassment was worst every day, and I returned to my hometown, Mission, Texas. It was July of 1998.

I started to work as a mechanic. However, the harassment followed me even to the work place. The pain and the diarrhea forced me to leave to Reynosa, Mexico. The harassment almost disappeared there. I decided to return when my wife became pregnant. I wanted to take to court the culprits of this harassment. I tried to find an attorney to no avail. Is very difficult to win a case against the federal government I was told. One attorney send me to see a Christian attorney, because according to him, this attorney could help me out. I went to his office and after explaining my case, the attorney told me that he was a servant of God, that he worked honestly and did not make a lot of money, then he could not take a case that was to take a lot of time and expense. "Let me pray for you," he told me. I came out of his office disappointed, feeling insulted. This guy wants to fix everything with prayers, I thought, without knowing that I was on a long road to realize that the solutions to all of our problems start with sincere prayer.

I filed a law suit myself against the law school. I know the law, I can do it myself, I need nobody, I thought. After three years of litigation, everything came out wrong, I though. What I said before the courts was not what I had prepared. Without knowing, the Lord had placed wise words on my lips. The harm caused by the overexposure to radiation had divested my body of the ability to tolerate environmental radiation. I had to spend the afternoons in the country side to be able to work. There, I started to read the Bible. I grabbed the book like someone grabs a life saver on troubled waters. Something was telling me that on that book I could find the answer to my problems. I had sought an education seeking wisdom and intelligence. However, the more years of study the more confusion I found, but I learned how to appear educated. I did not know that an education without God takes you away from Him, and that the wisdom and intelligence are found on the way seeking God.

Maybe this book has a trick, I thought. It's almost a thousand pages, but I am used to read more in three months, so reading this one is going to be a piece of cake, I thought. It took me a year to read the Bible for the first time. One time a pastor told me that unless we have the spark of God on our hearts, just reading the Bible is like having a car without battery.

The Lord gave us our daughter Kim in the year 2000. Ivan came the next year, and then came my daughter Karina. I was getting worst every day, I could barely work. At the beginning, I tried to persuade myself that the electronic aggression had ended, and that what I was feeling was just the pain caused by the environmental radiation. However, I would see my children screaming in pain in the middle of the night at the same time I felt the electric shocks. It was torturing to see my children in pain, swollen and disoriented, but I could not run into the street asking for help without risking being locked up on a mental house. To begin with, my family could not understand how the lights, the television set, the fridge, or the air conditioning could cause me swelling and pain. Some thought that I was crazy and was making excuses not to work. I was the object of ridicule, insults and scorn. My family became also my enemy.

I sought help and understanding with those who appeared more intelligent to no avail. Not even the more educated could contemplate the possibility that advanced and invisible technology could be used to torture and murder at a distance. I found myself on the dark tunnel of misery and despair. One day, crying with my daughter on my arms, I asked the Lord to help me demonstrate to others that this aggression is real. The Lord answered my prayers.

With the evidence necessary, I filed a law suit against the only one that could be responsible for this infamy, the federal government. While the case went through the courts, I tried to stay away from my children, to spare them pain and suffering. I asked the owner of the shop where I was working to allow me to stay there after explaining my tribulation. A few weeks after, he asked me to leave, because he could not stand the pain and was concerned for his children. Things became worst after the case reached the US Supreme Court. I asked my wife to take the children to the ranch of my in-laws in Mexico.

A few days after, a police officer came to my door with an order of arrest. My mother had been persuaded that I was neglecting medical care, and that a State hospital was able to cure electrical sensitivities. Without knowing, my mother was sending me to a mental hospital. There, I presented the medical records of my condition that indicated that I could not stay inside a building for extended periods of time. I was ignored. I spent the night on the emergency room with a swollen heart. During the psychiatric evaluation, the doctor claimed not being familiar with electrical sensitivities. To him, my claim that I had a pending case on the US Supreme Court was delusional, he said.

I asked the Lord not to let me die there because I did not want my children carry the stigma that their father had died on a mental hospital. The Lord answered my prayers. The same day, I saw a gentleman walking by. He had a look of peace and harmony in his face. I asked him if he was a doctor, and he said, "yes, I am a doctor here." I asked him if he was familiar with people with electrical sensitivities. He said that he had studied several cases in Greece, the place where he was coming from. After making a psychiatric evaluation, he said that the only problem I had was to explain to others that I am sensitive to electricity. My wife and kids were waiting for me at home. A month after, the swelling and pain aggravated my breathing problems, and I was taken to the ranch of my in-laws in Mexico. The electronic aggression almost kills me the same night I arrived there. There was no doubt, the radiation was directed by satellite. It was May of 2003.

It is difficult to believe that death can come from satellites, I told my in-laws, as I was lying in bed, on the patio looking at the stars. The pain was so intense that I could barely breathe. Every day seemed to be the last. What is happening to me is bound to happen to you too, guys, I told them. Unless we do something about it, no even the chickens are going to make it, I said. This is like placing us inside a microwave oven every day, I explained. Only God can save us from this, but it would be tempting the Lord if we do no do anything to defend ourselves, I told them. The wise thing to do now is to get together as a family and send letters to our congressmen asking for an explanation to this case, maybe that could help, I explained. Please do it for my children, I begged.

One day, one of my nephews came for help on a homework assignment dealing with satellite technology. I read aloud one paragraph explaining how satellites are equipped with powerful lasers and other lethal technologies. It was horrendous to hear my in-laws complaining of pain all night. My mother-in-law thought that this was witchcraft. Although she was a servant of God, the pain made her to persuaded me to go and see a witch. Thanks God, the lady was not home. One day I felt the need to go to church. I cried when they placed their hands on my head. Without knowing, I was surrendering to the feet of Christ. It was wonderful.

I asked the Lord to see my desire to serve him with all my heart. However, I felt unease when I invited the Holy Spirit to come in me when my head was full of arrogance, envy, hate, resentment, and revenge. Little by little I started to get rid of that evil, replacing it with love. Without knowing, I was entering real life. I shared with the congregation my efforts to purify my mind. I said that we have the habit of judging others by appearances. "And we think bad of people most of the time," said one of my sisters in Christ. It was true. I realized that the only way real life is to sincerely make an effort to treat others the same way we like to be treated. I had been like a beast before God. When it done on me that the Son of God had asked for forgiveness to those who were whipping, and spitting Him, I started to pray for those who are procuring this evil to us. Things started to change when my prayers became sincere.

When I felt I had only a few days to live, I came back home to see my children for the last time. Thanks God, I started to feel better, and I was able to work. However, the electronic aggression became stronger even at the work place. One day, I was on my knees asking the Lord to provide what I needed so I could demonstrate to others that the electronic aggression persisted. At that time, the telephone rang. I had been on a radio talk show explaining my tribulation and the producer was offering me detection equipment. At the right time, the Lord has been giving me what I need to show with facts that this evil plan is real.

I have tried to explain every which way this complex technology to no avail. Only those who have an intimate relationship with God have been able to discern my tribulation. Prayers that evil does not harm my children have been answered. My daughters' speech problems are getting mild. Karina had grown a tumor on her foot and could not move one finger in each hand. The tumor disappeared one day before the surgery, and now she can move all of her fingers.

What I thought had come out wrong on the courts came out to be right. Although the litigation did not stop the electronic aggressions, and even when some judges attempted regard the case as delusion or fantasy, the record established as a matter of law my mental stability and the fact that satellite technologies are in use to torture those who denounce injustice in a way that others may not perceive the aggression. This evidence can be used by other victims. The Lord has given me the opportunity to encourage other victims to seek help from the Lord. I explain that it is more likely that the Lord would help one of His servants than helping one evil from another evil.

The road harassment continues. There have been attempts to run over myself and my children, I have been the subject of death threats, and I have been labeled as child molester, drug dealer, and mentally insane. It is sad to see in congregations, some of those engaged in this evil. The electronic aggressions occur even when I am helping my children with homework. Although the pain stays with me day and night, the Lord has given me the strength to deal with this trial. Even in the agony of the pain I feel the joy of having placed all of my faith and confidence on God. I know that the Lord will keep in perfect peace those whose mind meditate on Him. Now I can say with confidence that to live is Christ and to die can be for the better. I know that everything comes to be right to all who sincerely serve the Lord. Please pray for us and for those who procure us harm.

Can satellites make of a home a virtual microwave oven? What you are about to read in these pages may seem to be a diabolic nightmare. One time I heard that God whispers to your ear before He throws you a brick to call your attention. Only this horrifying experience could make me look for a way to find God.

I had lived an honest life. However, I did not have God on my heart. I was arrogant, proud of myself, always criticizing other's mistakes, wise on my own opinion, and I had an answer to everything. I was like an animal going to its own destruction. All of the sudden I found myself lying down on a chicken house dying in pain, struggling to breath, forgotten by all, and with no hope. I begged to the Lord for my life so I could serve Him and my children. God answered my prayers. This trial has showed me that we have a living God that punishes the same way a loving father punishes his children.

Several times during my years of college, I heard professors saying that there was a covert program of blackmail and intimidation able to manipulate even the integrity of the courts, used to retaliate against those who denounced injustice, all in the name of national security. I could not believe that the best form of government could sponsor such program. "Even the best have skeletons on their closet" they said, warning that even making research on the matter was risky. My interest then was to finish college and go to law school. I never thought that such evil could one day cause harm to my children and to myself.

I started law school in the State of Michigan in May of 1995. My intention was to work as a lawyer to help the poor. If I could make the same money I make working as an auto-mechanic while helping the needy, I will be killing two birds with one stone, I thought. However, my thoughts started to change by the second year of law school. I started to think that maybe it may not be right to study day and night to help those who probably were not going to appreciate it. I did not know that the tribulation was near.

Everything started when I found evidence that the law school was a big fraud. All of the sudden I found myself on the emergency room with chest pains, and difficulty to breath. Something was telling me that my maladies had to do with the evidence of fraud that I had found. Right after I became the subject of road harassment by weird people, and I felt like electrical shocks all over my body. I moved from my apartment, and placed aluminum paper in between the covers in my efforts to ameliorate the pain and be able to sleep. I would go from place to place looking for a place to study to no avail. The harassment was following everywhere I would go. I was confused, and many times I was asking myself whether I was losing my mind. The harassment was worst everyday, and I returned to my home town, Mission, Texas. It was July of 1998.

I started to work as a mechanic. However, the harassment followed me even to the work place. The pain and the diarrhea forced me to leave to Reynosa, Mexico. The harassment almost disappeared there. I decided to return when my wife became pregnant. I wanted to take to court the culprits of this harassment. I tried to find an attorney to no avail. Is very difficult to win a case against the federal government I was told. One attorney send me to see a Christian attorney, because according to him, this attorney could help me out. I went to his office and after explaining my case, the attorney told me that he was a servant of God, that he worked honestly and did not make a lot of money, then he could not take a case that was to take a lot of time and expense. "Let me pray for you", he told me. I came out of his office disappointed, feeling insulted. This guy wants to fix everything with prayers, I thought, without knowing that I was on a long road to realize that the solutions to all of our problems start with sincere prayer.

I filed a law suit myself against the law school. I know the law, I can do it myself, I need nobody, I thought. After three years of litigation, everything came out wrong, I thought. What I said before the courts was not what I had prepared. Without knowing, the Lord had placed wise words on my lips. The harm caused by the overexposure to radiation had divested my body of the ability to tolerate environmental radiation. I had to spend the afternoons in the country side to be able to work. There, I started to read the Bible. I grabbed the book like someone grabs a life saver on troubled waters. Something was telling me that on that book I could find the answer to my problems. I had sought an education seeking wisdom and intelligence. However, the more years of study the more confusion I found, but I learned how to appear educated. I did not know that an education without God takes you more away from Him, and that the real wisdom and intelligence are found on the way seeking God.

Maybe this book has a trick, I thought. Its almost a thousand pages, but I am used to read more, so reading this one is going to be piece of cake, I thought. It took me a year to read the whole Bible for the first time. After reading it three times a pastor told me that unless we have the spark of God on our hearts, just reading the Bible is like having a car without battery.

The Lord gave us our daughter Kim in the year 2000. Ivan came the next year, and then came my daughter Karina. I was getting worst everyday, I could barely work. At the beginning, I tried to persuade myself that the electronic aggression had ended, and that what I was filing was just the pain caused by the environmental radiation. However, I would see my children screaming in pain in the middle of the night at the same time I felt the electric shocks. It was torturing to see my children in pain, swollen and disoriented, but I could not run into the street asking for help without risking being locked on a mental house. To begin with, my family could not understand how the lights, the television set, the fridge, or the air conditioning could cause me swelling and pain. Some thought that I was crazy and was making excuses not to work. I was the object of ridicule, insults and scorn. My family became also my enemy.

I sought help and understanding with those who appeared more intelligent to no avail. Not even the more educated could contemplate the possibility that advanced and invisible technology could be used to torture and murder at a distance. I found myself on a dark tunnel of misery and despair. One day, crying with my daughter on my arms I asked the Lord to provide me with the equipment to demonstrate that this aggression is real. The Lord answered my prayers.

With the evidence necessary, I filed a law suit against the only one that could be responsible for this infamy, the federal government. While the case went through the courts, I tried to stay away from my children, to spare them pain and suffering. I asked the owner of the shop where I was working to allow me stay there after explaining my tribulation. A few weeks after, he asked me to leave, because he could not stand the pain and was concerned for his children. Things became worst after the case reached the US Supreme Court. I asked my wife to take the children to the ranch of my in-laws in Mexico.

A few days after, a police officer came to my door with an order of arrest. My mother had been persuaded that I was neglecting medical care, and that a State hospital was able to cure electrical sensitivities. Without knowing, my mother was sending me to a mental hospital. There, I presented the medical records of my condition that indicated that I could not stay inside a building for extended periods of time. I was ignored. I spent the night on the emergency room with a swollen heart. During the psychiatric evaluation, the doctor claimed not to be familiar with electrical sensitivities. To him, my claim that I had a pending case on the US Supreme Court was delusional, he said.

A month after the swelling and pain aggravated my breathing problems, and I was taken to the ranch of my in-laws in Mexico. The electronic aggression almost kills me the same night I arrived there. There was no doubt, the radiation was directed by satellite. It was May, of 2003.

It is difficult to believe that death can come from satellites, I told my in-laws, as I was lying in bed, on the patio looking at the stars. The pain was so intense that I could barely breath. Everyday seemed to be the last. What is happening to me is bound to happen to you too guys, I told them. Unless we do something about it no even the chickens are going to make it, I said. This is like placing us inside a microwave oven everyday, I explained. Only God can save us from this, but it would be tempting the Lord if we do no do anything to defend ourselves, I told them. The wise thing to do now is to get together as a family and send a letters to our congressmen asking for an explanation to this case, maybe that could help, I explained. Please do it for my children, I begged.

One day, one of my nephews came for help on a homework dealing with satellite technology. I read aloud one paragraph explaining how satellites are equipped with powerful lasers and other lethal technologies. It was horrendous to hear my in-laws complaining of pain all night. My mother in law thought that this was witchcraft. Although she was a Christian, the pain made her to persuaded me to go and see a witch. Thanks God, the lady was not home. One day I felt the need to go to church. I cried when they placed their hands on my head. Without knowing, I was surrendering to the feet of Crist. It was wonderful.

I asked the Lord to see my desire to serve him with all my heart. However, I felt unease when I invited the Holy Spirit to come in me when my head was full of arrogance, envy, hate, resentment, and revenge. Little by little I started to get rid of that evil, replacing it with love. I shared with the congregation my efforts to purify my mind. I said that we have the habit of judging others by appearances. "And we think bad of people most of the time, said one of my sisters in Crist. It was true. I realized that the best way to please the Lord is treating others the same way we like to be treated. I realized that I was like a beast before God. When it done on me that the Son of God had asked for forgiveness to those who were whipping, and spitting Him, I started to pray for those who are procuring this evil to us. Things started to change when the prayers became sincere.

When I felt I had only a few days to live, I came back home to see my children for the last time. Thanks God, I started to feel better, and I was able to work. However, the electronic aggression became stronger even at the work place. One day, I was on my knees asking the Lord to provide the equipment so I could demonstrate to others that the electronic aggression persisted. At that time, the telephone rang. I had been on a radio talk show explaining my tribulation and the producer was offering me detection equipment. The Lord has giving me what I need to show with facts that this evil plan is real.

The Lord has answered my prayers. A State legislator, after interviewing several victims, sent a letter to his colleagues asking to help victims of torture by electronic weapons and organized harassment. Prayers that evil do not harm my children have been answered. My daughters' speech problems are getting mild. Karina had grown a tumor on her foot and could not move one finger in each hand. The tumor disappeared one day before the surgery, and now she can move all of her fingers. What I thought had come out wrong on the courts came out to be right. Although the litigation did not stop the electronic aggressions, the litigation established as a matter of law my mental stability and the fact that satellite technologies are in use to torture those who denounce injustice in a way that others may not perceive the aggression. The litigation established the fact that some judges committed fraud on the courts to protect the culprits of torture and murder on men, women and children. This evidence can be used by other victims. Although I have tried to explain every which way this complex technology, only those who have an intimate relationship with God have been able to discern this tribulation.

The Lord has giving me the opportunity to encourage other victims to seek help from the Lord. I explain that it is more likely that God would help one of His servants than helping one evil person form another evil.

The road harassment continues. There has been attempts to run over myself and my children, I have been the subject of death threats, and I have been labeled as child molester, drug dealer, and mentally insane. It is sad to see in congregations, some of those engaged in this evil. The electronic aggressions occur even when I am helping my children with homework. Although the pain stays with me day and night, the Lord has giving me the strength to deal with this trial. Even in the agony of the pain I feel the joy of having placed all of my faith and confidence on the Lord. Now I know that everything comes right to all who meditate on the word of God on everything they do. Please pray for us and for those who procure us harm.

Podria un satelite hacer de una casa un verdadero horno de microndas? Esto que les voy a contar parece una pesadilla diabolica. Alguien dijo que Dios, antes de mandarte un ladrillaso, te susurra en el oido para que te vuelvas a El. Solamente algo como esto me podia hacer seguir el manual de la vida, el camino para encontrar a Dios.

Yo vivia una vida comoda y pensaba que tenia todo lo que necesitaba. Aunque habia vivido una vida honesta, vivia alejado de Dios. Era orgulloso, arrogante, no toleraba los errores de otros, siempre tenia una opinion, y la respuesta para todo. Era como un animal irracional caminando a su propia destruccion. De pronto me halle en el suelo de un gallinero, muriendo de dolor, luchando para poder respirar, olvidado de mi familia y sin esperanza. Alli rogue a Dios me diera la vida para servirle a El y a mis hijos. Dios me ha escuchado. Esto que he vivido me ha demostrado que tenemos un Dios vivo y que castiga como un padre amoroso aquellos a quien ama.

Varias veces, durante mis estudios de ciencias politicas en la universidad, se nos habia dicho que habia un sistema encubierto de chantage e intimidacion que podia manipular hasta la integridad de los tribunales para causar dano aquellos que se quejan de injusticia y para proteger corrupcion, todo en el nombre de seguridad nacional. No me cabia en la cabeza como la mejor forma de govierno en el mundo pudiera ser capaz de patrocinar algo asi. "Hasta los mejores tienen esqueletos en el closet" decian algunos profesores advirtiendo que hasta hacer una investigacion del tema en la libreria era riesgoso. Eso no me interesaba, mi meta era el acabar la universidad y empezar mi carrera de abogado. Nunca pense que esta maldad un dia le fuera causar tanto dano a mi familia y a mi.

Eempeze a estudiar derecho en el estado de Michigan en 1995. Mi intencion era ejercer la profesion para ayudarle al necesitado. Si podia ganar de abogado lo que habia estado ganado de mecanico y ayudandole al pobre, mataba dos pajaros de una pedrada, pensaba yo. Sin embargo, mis pensamientos empezaron a cambiar despues del segundo ano de estudios. No se me hacia justo sacrificarme tantos anos estudiando para ayudar a alguien a quien a la mejor no te lo va a agradecer, pensaba yo. No sabia que mi tribulacion estaba cerca.

Todo comenzo despues de descubrir que la universidad de derecho era un fraude de proporciones gigantescas. De pronto me encontre en la sala de emergencia con el corazon inflamado. Algo me decia que esto tenia que ver con la evidencia de fraude que habia descubierto. De pronto me halle acosado por gente desconocida y por vehiculos en las calles, y sentia algo como choques electricos en todo el cuerpo. Me cambie de apartamento, me cubria con papel de aluminio para evitar el dolor y poder dormir, y hasta me iba a estudiar a otros lugares sin resultado alguno. Eso me seguia a todas partes. Me encontraba confundido y mucha veces pense si no me estaria volviendo loco. El acoso se ponia cada dia peor. Cuando faltaba un mes para terminar mis estudios, decidi que no era prudente quedarme mas tiempo y regrese a casa, en Mission, Texas. Era Julio de 1998.

Empeze a trabajar en un taller mecanico. El acoso me seguia hasta en el trabajo. El dolor y la diarrea me obligaron a irme a trabajar a Reynosa, Mexico, la ciudad donde me crie. Alli trabaje de maestro de ingles en una universidad. El acoso casi desaparecio. Decidi regresar cuando se embarazo mi esposa. Tenia la intencion de llevar a los tribunales a los culpables de estas agreciones.

Busque un abogado que me pudiera ayudar sin ningun resultado. Es muy dificil ganarle al govierno federal, decian. Uno de ellos me mando a ver alguien que me podria ayudar porque segun el, este abogado era Cristiano. Cuando le presente mi caso, me dijo que el era siervo de Dios, que trabajaba honestamente, que no ganaba mucho dinero, y no podia invertir en un caso que iba a durar y costar tanto. "Dejame orar por ti me dijo". Sali desilusionado, casi insultado de la oficina. Este lo quiere componer todo con oraciones pense, sin saber que empezaba un largo camino para darme cuenta, que alli esta el comienzo de la solucion a todos los problemas, el tesoro que todos andamos buscando.

Yo mismo empeze el litigio contra la escuela de derecho. Yo se la ley, yo puedo solo, no necesito a nadie, pensaba yo. Despues de tres anos de pleito legal todo habia salido mal, creia yo. Lo que hablaba delante de los tribunales no era lo que yo habia preparado. Despues me daria cuenta que Dios habia puesto palabras sabias en mi boca.

La agrecion electronica me habia danado el sistema inmunologico, quitandome la tolerancia a la radiacion ambiental. Para poder recuperarme, tenia que pasar las tardes en el campo alejado de la ciudad. Alli empeze a leer la Biblia. Me aferre a la Biblia como alguien que se aferra a un salvavidas cuando se esta ahogando. Algo me decia que alli estaba la solucion a mis problemas. Habia buscado la inteligencia y sabiduria en la educacion. Envidiaba a aquellos que se veian educados y seguros de si mismos. Sin embargo, entre mas habia estudiado no llegaba la sabiduria, pero aprendi a aparentar seguridad. Lejos estaba de saber que la ciencia sin Dios te aleja mas de El, y que la inteligencia y sabiduria se hallan en el camino buscando a Dios.

A la mejor este librito tiene truco, pense. Tiene casi mil paginas, pero estoy acostumbrado a leer mas, pensaba yo. No me imaginaba que este libro es el manual de la vida, y que para entrar en ella tienes que esforzarte todos los dias en tratar a tu projimo como a ti mismo, para agradar a Dios. Me tomo un ano leer la Biblia por primera vez. Despues de leerla tres veces, un pastor me dijo que si no hay la chispa de Dios en tu corazon es como tener un carro sin bateria.

En el ano 2000, Dios nos regalo a mi hija, Kim, al ano siguiente Dios nos regalo a mi hijo Ivan, despues nos regalo a mi hija Karina. Me empeze a poner peor, casi no podia trabajar. Al principio trataba de convencerme a mi mismo que la agrecion electronica habia terminado y de que lo que me afectaba era nadamas la electricidad en el ambiente. Sin embargo, yo veia que mis hijos gritaban, se estremecian y se quejaban de dolor al mismo tiempo que yo sentia los choques electricos. Mis hijos se veian inflamados y desorientados, pero no podia decir nada sin que pensaran que estaba loco. Para empezar, nadie en mi famila podia entender como las luces, un televisor, un refrigerador o un aire acondicionado pudieran causarme inflamacion y dolor. Algunos pensaban que estaba buscando escusas para no trabajar y fui objeto de insultos y burlas. Mi familia se volvio tambien mi enemigo.

Busque ayuda y comprension con aquellos que parecian mas inteligentes sin ningun resultado. Ni los mas educados podian contemplar la posibilidad que hubiera tecnologia invisible tan avanzada que pudiera torturar y asesinar gente a la distancia. Aparte del dolor que sentia, mi dolor era mas grande de ver a mis ninos con convulsiones en las madrugadas. No podia salir a la calle y pedir ayuda sin arriesgarme que me encerraran en un manicomio. Estaba en el pozo obscuro de la angustia y la desesperacion. Una vez llorando con mi hija en mis brazos le pedi a Dios que me diera lo que necesitaba para demostrar lo que nos estaba causando mal. Dios me escucho.

Armado con la evidencia necesaria, demande al unico que podia ser responsable de esta infamia, el govierno federal. Mientras se resolvia la demanda en los tribunales, trate de alejarme de mis ninos para haber si asi no les hacian dano. Le pedi al dueno del taller donde trabajaba me dejara quedarme alli despues de explicarle mi tribulacion. A las pocas semanas me pidio que me fuera porque el ya no aguantaba el dolor, y estaba preocupado de que lo mismo le pasara a su hijos. Las cosas se pusieron peor cuando el caso llego a la corte suprema de la nacion, y le pedi a mi esposa que se fuera con los ninos al rancho de sus papas en Mexico.

Unos dias despues se aparecio un policia en mi casa con una orden de arresto. Habian convencido a mi mama que yo no queria tratamiento medico para la inflamacion y de que un hospital del estado podia curarme. Sin saber, mi mama me estaba mandando a un manicomio. En el hospital, presente mis expedientes medicos, explicando que me iba a poner peor si me detenian alli. Esa noche la pase en la sala de emergencias con el corazon inflamado. Durante la evaluacion siquatrica el doctor me dijo que no sabia de problemas como el mio, y catalogo como delirio mental el echo de que tubiera un caso pendiente en la corte suprema.

Le pedi a Dios que por favor no me dejara morir alli, porque no le queria dar este dolor a mis hijos cuando supieran que su papa murio en un manicomio. Dios me escucho. Ese mismo dia, vi una persona pasando cerca de mi. Su cara reflejaba una serenidad y paz interior. Algo me hizo preguntarle si el era doctor. Me dijo que si. Le pregunte si sabia de pacientes que eran alergicos a la electricidad. Me dijo que en Grecia de donde era el, habia estudiado varios casos de sensibilidad a la electricidad. Despues de hacerme una evaluacion siquiatrica, me dijo que el unico problema que tenia yo era lo dificil de explicar a la gente que la radiacion me hace dano. Cuando llege a mi casa, mi esposa y mis hijos me estaban esperando. Un mes despues, el dolor y la inflamacion ya no me dejaban respirar, y me llevaron al rancho de mis suegros en Mexico. Esa misma noche la agrecion electronica casi me mata. Ya no quedaba duda, la agrecion electronica era dirigida por satelite. Era mayo del ano 2003.

Es dificil de creer que alguien pueda usar satelites para torturar y matar gente, le dije a mis suegros un dia que estaba acostado en un catre, viendo las estrellas. El dolor era intenso y apenas podia respirar. Cada dia parecia ser el ultimo. Lo que me esta pasando a mi le puede pasar tambien a ustedes. Esto es como ponernos todos los dias dentro de un horno de micro ondas explique. Al menos que haganos algo, aqui no van a quedar ni las gallinas, los que nos estan haciendo esto saben que la gente tacha de imaginacion lo que no pueden entender, explique. Solamente Dios nos puede salvar de esto, pero seria tentar a Dios si no hacemos algo por defendernos, explique. Lo mas prudente ahora es unirnos como familia y mandar cada uno una carta a nuestros diputados y senadores pidiendo una explicacion de este caso. Puede que asi nos dejen en paz, explique. No lo hagan por mi, haganlo por mis hijos, implore. Un dia, uno de mis sobrinos me pidio le ayudara con una tarea en tecnologia de satelite. Lei en voz alta un parrafo que explicaba como satelites equipados con poderosos lasers y otras techologias mortales son usados para monitorear personas en tierra.

Era horrible oir como se quejaban mis suegros toda la noche. Mi suegra pensaba que era brujeria. Aunque ella le servia a Dios, el dolor era tanto que me convencio de ir a ver una curandera. Gracias a Dios no la encontramos.

Un dia senti la necesidad de ir al templo del rancho. Alli llore cuando me pusieron las manos. Sin saber, me estaba humillando a los pies de Cristo. Fue maravilloso.

Le pedia a Dios que viera en mi el deseo sincero de servirle, pero me daba verguenza invitar a el Espiritu Santo a morar en mi, cuando mi cabeza estaba llena de orgullo, arrogancia, de envidia, odio, resentimiento, y deseos de venganza. Poco a poco empeze a sacar toda esa maldad de mi cabeza, y compartia con mis hermanos mis esfuerzos para purificar mi mente. Les decia que uno tiene la costumbre de juzgar a la gente con tan solo verla. "Y casi siempre es para mal" me dijo una de mis hermanas. Era verdad. Tan torpe era yo que no entendia, era como una bestia delante de Dios.

El monitoreo me seguia hasta en el templo, y la pastora empezo a ponerse toallas humedas en la cabeza para mitigar el dolor. Despues se puso tan mal que tuvo que dejar el templo por mucho tiempo. Cuando cai en la cuenta de que si el Hijo de Dios habia pedido perdon para aquellos que lo azotaban, lo escupian y se burlaban de el, empeze a orar por aquellos que estan detras de esta tortura. Las cosas empezaron a cambiar cuando la oracion se volvio sincera.

Cuando sentia que me quedaba solo dias de vida, regrese a mi casa a ver a mis hijos por ultima vez. Gracias a Dios me empeze a sentir mejor. Dios me devolvio las manos para trabajar. Sin embargo al poco tiempo, la agrecion se intensifico hasta en el trabajo. Un dia, de rodillas le pedi a Dios me diera lo que necesitaba para demostrar que la agrecion persisitia. En ese momento sono el telefono. Habia estado en un programa de radio explicando esta tribulacion, y me estaban ofreciendo el equipo que necesitaba. Aunque he tratado de explicar esta tribulacion de mil formas, solamente aquellos que tienen una relacion sincera con Dios han alcanzado a comprender mi prueba. Dios me ha estado dando en el tiempo de El, los medios para demostrar con echos que este plan diabolico es real.

Dios ha escuchado mis oraciones. Un disputado estatal, despues de entrevistar varias victimas, ha mandado cartas a otros legisladorses pidiendoles ayuda para detener la tortura de hombres mujeres y ninos. Mis hijas no podian hablar bien y se han estado componiendo. A mi hija de tres anos le crecio un tumor en un pie y no podia mover dos dedos de la mano. El tumor desaparecio un dia antes de la cirugia, y ahora puede mover todos los dedos de sus manitas. Lo que yo pesaba que habia salido mal en el litigio, resulto para bien. Aunque no logro parar la agrecion electronica, el litigio establecio como cosa juzgada mi estabilidad mental y el echo de que hay un plan para hacer dano aquellos que se quejan de injusticia de un modo que los demas no lo perciban. El litigio establecion el echo de que algunos jueces federales cometieron frude en los tribunales para protejer a aquellos culpables de tortura y asesinato. Esta misma evidencia puede ser usada para defender a otros. Esta prueba me ha dado la oportunidad de animar a otras victimas a buscar a Dios. Siento que es mas facil que Dios defienda a sus siervos del malo que de que defienda al malo de otro malo.

El acoso callejero continua. Varias veces nos han tratado de atropellar a mis hijos y a mi, y hasta he recibido amenazas de muerte. Se me ha tachado de abusador de ninos, drogadicto, espia y hasta de enfermo mental. Es triste ver en congregaciones algunos que participan en esta maldad. Aunque el dolor no cesa ni de dia ni de noche, y aunque la tortura por satelite ocurre hasta cuando le ayudo a mis hijos con la tarea, Dios me ha dado la fortaleza para soportar esta prueba. Hasta en la agonia del dolor, siento el gozo de haber puesto toda mi fe y confianza en Dios. Se que los que esperan en Jehova, nunca seran avergonzados, y que Dios guardara en santa paz a aquellos cuyo pesamiento en El persevera. Ahora entendi que el meditar en la Palabra de Dios en todo lo que hacemos es el principio de la sabiduria y de la solucion a todos nuestros problemas. Se que todas las cosas obran para bien a los que le sirven a Dios. Les ruego sus oraciones por nosotros y por aquellos que nos procuran este mal.

MAPA DEL TESORO (4-8-2008)

Esto no es religion, esto es el camino que te lleva a una relacion intima con Dios, a la verdad, a la vida y a la felicidad verdadera, el tesoro que todos andamos buscando. Cuando encuentres este tesoro, compartelo con los demas.

1. Porque no entendemos la Palabra de Dios? Porque no podemos escuchar su Palabra. San Juan 8:43.

2. Como podemos saber que Dios esta vivo, y que su doctrina es verdadera?

Dios se manifiesta aquel que hace sus mandamientos, conociendo por si mismo que la Palabra es de Dios. San Juan 7:17; 14:21,23.

3. Cuales son los mandamientos de Dios? Amar a Dios con todo tu ser, y amar a tu projimo como a ti mismo. San Mateo 22:37-40.

4. Cual es el Camino que lleva al tesoro que todos estamos buscando? Las Palabras que ha hablado Jesucristo nos llevan a la verdad, a la vida, y a la felicidad verdadera. San Lucas 10:27, 28; San Juan 6:63; 10:10; 14:6 .

5. Como puedo obtener la sabiduria e inteligencia para hallar el camino a una vida nueva y a la felicidad verdadera? Esforzandote sinceramente en tratar a tu projimo como te gustaria que te trataran a ti. Proverbios 2:1-6; San Juan 1:12, 13; 3:1- 7; 5:24- 25; 12:50.

6. Que es la sabiduria e inteligencia? La sabiduria es el hallar la ciencia en el consejo, y la inteligencia es el poder dar el consejo y el buen juicio. Proverbios 3:13-18; 8:12-14.

7. Porque ha perecido la sabiduria de los sabios y se ha desvanecido la inteligencia de los entendidos? Porque honran a Dios de labios cuando su corazon esta lejos de sus mandamientos. Isaias 29:13, 14; Romanos 11:8.

8. Cual es la mejor manera de agradar a Dios? El esforzarte a cada momento en tratar a tu projimo como te gustaria que te trataran a ti es la mejor ofrenda, alabanza y adoracion y la mejor manera de ganar el amor de Dios. San Marcos 12:33; San Juan 15:10-12

9. Cuales son algunas de las senales que demuestran que hemos nacido de nuevo y que estamos creciendo espiritualmente? a). El meditar en la Palabra de Dios en todo lo que hacemos. Isaias 26:3; b). El ser paciente y humilde con los demas. San Mateo 20:27, 28; San Lucas 14:11; 21:19; c). El no juzgar por las apariencias; el indagar cuidadosamente las cosas necesarias para formar una opinion; y el cuidar nuestras palabras. Job 29:16; Isaias 11:2, 3; San Mateo 12:36-37; San Juan 7: 24; d). El perdonar sinceramente las ofensas. Salmo 101:6; San Mateo 6:14,15; 7:14; San Marcos 11:26; e). El amar, bendecir y orar por aquellos que nos procuran hacer dano. San Mateo 5:43, 45, 48.

10. Porque debemos de arrepentirnos y apartarnos del pecado? a). Porque el pecador habitual esta muerto espiritualmente, San Juan 5:25; b). porque el pecador es enemigo de Dios, San Lucas 11:23; c). porque la ira de Dios esta sobre el pecador, San Juan 3:36; d). porque el pecado esclaviza, San Juan 8:32, 34, 36; e). porque despues del placer temporal, tu maldad te alcanzara, Numeros 32:23; Hebreos 11:25; f). porque hay fiesta en el cielo cuando un pecador se arrepiente de hacer lo malo, San Lucas 15:7-10; g). porque aquellos que hacen los mandamientos de Dios seran recompensados, Proverbios 13:13; h). y porque aquellos que andan en el camino de la perfeccion le serviran a Dios. Salmos 101:6.

11. Que debo hacer para que Dios me guie a una vida llena de bendiciones y a la felicidad verdadera? Todos los dias habla con Dios en oracion y pidele lo que deseas.Salmos 37:3-8; S. Mateo7:7-8; 21:22; S Jn10:10.

12. Que debo hacer para que Dios escuche mis oraciones? Esfuerzate cada dia en tratar a tu projimo como te gustaria que te trataran a ti. San Mateo 6:33; San Lucas 11:13, San Juan 9:31; 15:7.

13. Que ocurrira a aquellos que no nacieron de nuevo? El que no se hallo inscrito en libro de la vida fue lanzado al lago de fuego. El Apocalipsis 20:15.

CITAS BIBILICAS A EL MAPA DEL TESORO (4-8-2008)

1. Porque no entendeis mi lenguage? Porque no puedes escuchar mi palabra. San Juan 8:43.

2. El que quiera hacer la voluntad de Dios conocera si la doctrina es de Dios, o si yo hablo por mi propia cuenta. San Juan 7:17.

El que tiene mis mandamientos, y los guarda, ese es el que me ama; y el que me ama, sera amado por mi Padre, y yo le amare, y me manifestare a el. San Juan 14:21. Respondio Jesus y le dijo: El que me ama, mi palabra guardara; y mi Padre le amara y vendremos a el, y haremos morada con el. San Juan 14:23.

3. Jesus le dijo: Amaras al Senor tu Dios con todo tu corazon, y con toda tu alma, y con toda tu mente. Este es el primero y grande mandamiento. Y el segundo es semejante: Amaras a tu projimo como a ti mismo. De estos dos mandamientos depende toda la ley y los profetas. San Mateo 22:38-40.

4. Jesus le dijo: Yo soy el camino, y la verdad, y la vida; nadie viene al Padre, sino por mi. San Juan 14:6.

Aquel, respondiendo, dijo: Amaras al Senor tu Dios con todo tu corazon, y con toda tu alma, y con todas tus fuerzas, y con toda tu mente; y a tu projimo como a ti mismo. Y le dijo: Bien has respondido; has esto y viviras. San Lucas 10:27, 28.

El espiritu es el que da vida; la carne para nada aprovecha; las palabras que yo os he hablado son espiritu y son vida. San Juan 6:63.

Dijo entonces Jesus a los judios que habian creido en el: Si vosostros permanecieres en mi palabra, sereis verdaderamente mis discipulos; y conocereis la verdad, y la verdad os hara libres. San Juan 8:31, 32.

El ladron no viene sino para hurtar y matar y destruir; yo he venido para que tengan vida, y para que la tengan en abundancia. San Juan 10:10.

5. Hijo mio, si recibieres mis palabras Y mis mandamientos guardaras dentro de ti, Entonces entenderas el temor de Jehova Y hallaras el conocimiento de Dios.

Porque Jehova da la sabiduria Y de su boca viene el conocimiento y la inteligencia. Proverbios 2:1; 2:5; 2:6.

6. Yo la sabiduria, habito con la cordura, Y hallo la ciencia de los consejos. El temor de Jehova es aborrecer el mal; La soberbia y la arrogancia, el mal camino, Y la boca perversa, aborrezco. Conmigo esta el consejo y el buen juicio; Yo soy la inteligencia; mio es el poder. Proverbios 8:12-14.

Sabiduria ante todo; adquiere sabiduria; Y sobre todas tus posesiones adquiere inteligencia. Engrandecela y ella te engrandecera; Ella te honrara, cuando tu la hallas abrazado. Adorno de gracia dara a tu cabeza; Corona de hermosura te entregara. Proverbios 4:7-9.

7. Dice pues, el Senor: Porque este pueblo se acerca a mi con su boca, y con sus labios me honra, pero su corazon esta lejos de mi, y su temor de mi no es mas que un mandamiento de hombres que les ha sido ensenado. Isaias 29:13.

Por tanto, he aqui, que nuevamente excitare yo la admiracion de este pueblo con un prodigio grande y espantoso; porque perecera la sabiduria de sus sabios, y se desvanecera la inteligencia de sus entendidos. Isaias 29:14.

como esta escrito:Dios les dio espiritu de estupor, ojos con que no vean y oidos con que no oigan, hasta el dia de hoy. Romanos 11:8.

8. Y el amarle con todo el corazon, con todo el entendimiento, con toda el alma, y con todas las fuerzas, y el amar al projimo como a uno mismo, es mas que todos los holocaustos y sacrificios. San Marcos 12:33.

Y Jesus entonces viendo que habia respondido sabiamente, le dijo: No estas lejos del reino de Dios. Y ya ninguno osaba preguntarle. San Marcos 12:34.

Si guardares mis mandamientos permanecereis en mi amor, asi como yo he guardado los mandamientos de mi Padre, y permanesco en su amor. San Juan 15:10.

9 a). Tu guardaras en completa paz a aquel cuyo pensamiento en ti persevera; porque en ti ha confiado. Isaias 26:3.

9 b). Con vuestra paciencia ganareis vuestras almas. San Lucas 21:19.

y el que quiera ser el primero entre vosotros sera vuestro siervo; como el Hijo del Hombre no vino para ser servido, sino para servir, y para dar su vida en rescate por muchos. San Mateo 20:27, 28.

Porque cualquiera que se enaltece, sera humillado y el que se humilla, sera enaltecido. San Lucas 14:11.

9 c). No juzgeis segun las apariencias, sino juzgad con justo juicio. San Juan 7:24. Yo era ojos al ciego, Y pies al cojo. A los menesterosos era padre, Y de la causa que no entendia, me informaba con diligencia; Job 29:15,16. Y reposara sobre el el Espiritu de Jehova; espiritu de sabiduria y de inteligencia, espiritu de consejo y de poder, espiritu de conocimiento y de temor de Jehova. Y le hara entender diligente en el temor de Jehova. No juzgara segun la vista de sus ojos, ni arguira por lo que oigan sus oidos; Isaias 11:3,4. Mas yo os digo que de toda palabra ociosa que hablen los hombres, de ella daran cuenta en el dia del juicio. Porque por tus palabras seras justificado, y por tus palabras seras condenado. San Mateo 12:36, 37.

9 d). Porque si perdonais a los hombres sus ofensas, os perdonara tambien a vosotros vuestro Padre celestial; mas si no perdonais a los hombres sus ofensas, tampoco vuestro Padre os perdonara vuestras ofensas. San Mateo 6:14-15.

Porque si vosotros no perdonais, tampoco vuestro Padre que esta en los cielos os perdonara vuestras ofensas. San Marcos 11:26.

Porque estrecha es la puerta, y angosto el camino que lleva a la vida, y pocos son los que la hallan. San Mateo 7:14.

9 e). Al que te pida, dale; y al que quiera tomar prestado, no se lo rehuses. Oisteis que fue dicho: Amaras a tu projimo y aborreceras a tu enemigo. Pero yo os digo: Amad a vuestros enemigos, benedecid a los que os aborrecen, y orad por los que os ultrajan y os persiguen; para que seais hijos de vuestro Padre que esta en los cielos, que hace salir su sol sobre malos y buenos, y que hace llover sobre justos e injustos. San Mateo 5:42- 45. Sed, pues, vosotros perfectos como vuestro Padre que esta en los cielos es perfecto. San Mateo 5:48.

10 a). De cierto, de cierto os digo: Viene la hora, y ahora es, cuando los muertos oiran la voz del Hijo de Dios; y los que la oyeren, viviran. San Juan 5:25.

10 b). El que no es conmigo, contra mi es; y el que conmigo no recoge, desparrama. San Lucas 11:23.

10 c). El que cree en el Hijo tiene vida eterna; pero el que rehusa creer en el hijo no vera la vida, sino que la ira de Dios esta sobre el. San Juan 3:36.

10 d). Jesus les respondio: De cierto, de cierto os digo, que todo aquel que hace pecado, esclavo es del pecado. San Juan 8:34.

Asi que, si el Hijo os libertare, sereis verdaderamente libres. San Juan 8:36.

Dijo entonces Jesus a los judios que habian creido en el: Si vosotros permaneceis en mi palabra , sereis verdaderamente mis discipulos; y conocereis la verdad, y la verdad os hara libres. San Juan 8:31, 32.

10 e). Mas si asi no lo haceis, he aqui habreis pecado ante Jehova; y sabed que vuestro pecado os alcanzara. Numeros 32:23.

Escogiendo antes ser maltratado con el pueblo de Dios, que gozar de los deleites temporales del pecado, Hebreos 11:25.

10 f). Os digo que habra mas mas gozo en el cielo por un pecador que se arrepiente, que por noventa y nueve justos que no necesitan de arrepentimiento.

Asi os digo que hay gozo delante de los angeles de Dios por un pecador que se arrepiente. San Lucas 15:7, 10.

10 g). El que menosprecia el precepto perecera por ello; mas el que teme el mandamiento sera recompensado. Proverbios 13:13.

10 h). Mis ojos pondre en los fieles de la tierra, para que esten conmigo; El que ande en el camino de la perfeccion, este me servira. Salmo 101:6.

11. Pedid , y se os dara; buscad, y hallareis; llamad, y se os habrira. Porque todo aquel que pide, recibe; y el que busca, halla; y al que llama, se le abrira. San Mateo 7:7-8.

Confia en Jehova, y haz el bien; Y habitaras en la tierra, y te apacentaras de la verdad. Deleitate asimismo en Jehova, y el te concedera las peticiones de tu corazon. Encomienda en jehova tu camino, Y confia en el; y el hara. Exhibira tu justicia como la luz, Y tu derecho como el mediodia. Guarda silencio ante Jehova, y espera en el. No te alteres con motivo del que prospera en su camino, Por el hombre que hace maldades. Deja la ira, y desecha el enojo; No te excites en manera alguna a hacer lo malo. Porque los malignos seran destruidos, Pero los que esperan en Jehova, ellos heredaran la tierra. Salmos 37:3-9.

12. Pues si vosostros, siendo malos, saber dar buenas dadivas a vuestros hijos, cuanto mas vuestro Padre celestial dara el Espiritu Santo a los que se lo pidan. San lucas 11:13.

Y sabemos que Dios no oye a los pecadores; pero si alguno es temeroso de Dios, y hace su voluntad, a ese oye. San Juan 9:31.

Si permaneceis en mi, y mis palabras permanecen en vosotros, pedid todo lo que quereis, y os sera hecho. San Juan 15:7.

Mas buscad primeramente el reino de Dios y su justicia, y todas estas cosas os seran anadidas. San Mateo 6:33.

13. Y el que no se hallo inscrito en el libro de la vida fue lanzado al lago de fuego. El Apocalipsis 20:15.

1. Why don't we realize how God wants to give us a life full of blessings? Because we are unable to listen to His Word. John 8:43.

2. How could we make sure that Jesus Christ is alive and that His doctrine is the truth? God will be manifest to those who follow His commandments, knowing for themselves that the Word comes from God. John 7:17; 14:21,23.

8. Which is the best way to please the Lord? Making a sincere effort to treat others the same way that you would like to be treated is the best offering, worshiping, honoring, and reverence, that you can give the Lord. Mark 12:33; John 15:10-12

9. What displays that we have started a life anew and that we are growing spiritually? A). Meditating on the Word of God on everything we do, Isaiah 26:3; B). Being humble and tolerant to others, Matthew 20:27, 28; Luke 14:11; 21:19; C). not judging on appearances, researching diligently the things necessary to form an opinion, and being careful with our words, Job 29:16; Isaiah 11:2, 3; Matthew 12:36-37; John 7: 24; D). to sincerely forgive offenses, Matthew 6:14; Mark 11:26; E). loving, blessing, and praying for those who procure us harm. Matthew 5:43- 45, 48.

10. Why should we repent and steer away from sin? A). HOW I FOUND THE MANUAL TO LIFE, My testimony (1-15-2008).

What you are about to read in these pages may seem to be a diabolic nightmare. One time I heard that God whispers to your ear before He throws you a brick to call your attention. Only this horrifying experience could send me in a frantic search for God.
I lived a laid back life, and I thought I had what I needed. All of the sudden I found myself lying down on a chicken house dying in pain, struggling to breathe, forgotten by all, and with no hope. I begged to the Lord for my life so I could serve Him. God answered my prayers. This trial has shown me that we have a living God that punishes the same way a loving father punishes his children.
I had lived an honest life. However, I did not have God on my heart. I was arrogant, proud of myself, always criticizing others' mistakes, wise on my own opinion, and I had an answer to everything. Without knowing, I was like an animal going to its own destruction. I got married for the third time in 1994. A year later I started law school in the State of Michigan. My plan was to work as a lawyer to help the poor. If I could make the same money I make working as an auto-mechanic while helping the needy, I will be killing two birds with one stone, I thought. However, my thoughts started to change by the second year of law school. I started to think that maybe it was not right to study day and night to help those who probably were not going to appreciate it. I did not know that the tribulation was near.
Everything started when I found evidence that the law school was a big fraud. All of the sudden I found myself on the emergency room with chest pain, and difficulty to breathe. Something was telling me that my maladies had to do with the evidence of fraud that I had found. I became the subject of road harassment by weird people, and I felt like electrical shocks all over my body. I moved from my apartment, and placed aluminum paper in between the covers in my efforts to ameliorate the pain and be able to sleep. I would go from place to place looking for a place to study to no avail. The harassment was following everywhere I would go. I was confused, and many times I was asking myself whether I was losing my mind. The harassment was worst every day, and I returned to my hometown, Mission, Texas. It was July of 1998.
I started to work as a mechanic. However, the harassment followed me even to the work place. The pain and the diarrhea forced me to leave to Reynosa, Mexico. The harassment almost disappeared there. I decided to return when my wife became pregnant. I wanted to take to court the culprits of this harassment. I tried to find an attorney to no avail. Is very difficult to win a case against the federal government I was told. One attorney send me to see a Christian attorney, because according to him, this attorney could help me out. I went to his office and after explaining my case, the attorney told me that he was a servant of God, that he worked honestly and did not make a lot of money, then he could not take a case that was to take a lot of time and expense. "Let me pray for you," he told me. I came out of his office disappointed, feeling insulted. This guy wants to fix everything with prayers, I thought, without knowing that I was on a long road to realize that the solutions to all of our problems start with sincere prayer.
I filed a law suit myself against the law school. I know the law, I can do it myself, I need nobody, I thought. After three years of litigation, everything came out wrong, I though. What I said before the courts was not what I had prepared. Without knowing, the Lord had placed wise words on my lips. The harm caused by the overexposure to radiation had divested my body of the ability to tolerate environmental radiation. I had to spend the afternoons in the country side to be able to work. There, I started to read the Bible. I grabbed the book like someone grabs a life saver on troubled waters. Something was telling me that on that book I could find the answer to my problems. I had sought an education seeking wisdom and intelligence. However, the more years of study the more confusion I found, but I learned how to appear educated. I did not know that an education without God takes you away from Him, and that the wisdom and intelligence are found on the way seeking God.
Maybe this book has a trick, I thought. It's almost a thousand pages, but I am used to read more in three months, so reading this one is going to be a piece of cake, I thought. It took me a year to read the Bible for the first time. One time a pastor told me that unless we have the spark of God on our hearts, just reading the Bible is like having a car without battery.
The Lord gave us our daughter Kim in the year 2000. Ivan came the next year, and then came my daughter Karina. I was getting worst every day, I could barely work. At the beginning, I tried to persuade myself that the electronic aggression had ended, and that what I was feeling was just the pain caused by the environmental radiation. However, I would see my children screaming in pain in the middle of the night at the same time I felt the electric shocks. It was torturing to see my children in pain, swollen and disoriented, but I could not run into the street asking for help without risking being locked up on a mental house. To begin with, my family could not understand how the lights, the television set, the fridge, or the air conditioning could cause me swelling and pain. Some thought that I was crazy and was making excuses not to work. I was the object of ridicule, insults and scorn. My family became also my enemy.
I sought help and understanding with those who appeared more intelligent to no avail. Not even the more educated could contemplate the possibility that advanced and invisible technology could be used to torture and murder at a distance. I found myself on the dark tunnel of misery and despair. One day, crying with my daughter on my arms, I asked the Lord to help me demonstrate to others that this aggression is real. The Lord answered my prayers.
With the evidence necessary, I filed a law suit against the only one that could be responsible for this infamy, the federal government. While the case went through the courts, I tried to stay away from my children, to spare them pain and suffering. I asked the owner of the shop where I was working to allow me to stay there after explaining my tribulation. A few weeks after, he asked me to leave, because he could not stand the pain and was concerned for his children. Things became worst after the case reached the US Supreme Court. I asked my wife to take the children to the ranch of my in-laws in Mexico.
A few days after, a police officer came to my door with an order of arrest. My mother had been persuaded that I was neglecting medical care, and that a State hospital was able to cure electrical sensitivities. Without knowing, my mother was sending me to a mental hospital. There, I presented the medical records of my condition that indicated that I could not stay inside a building for extended periods of time. I was ignored. I spent the night on the emergency room with a swollen heart. During the psychiatric evaluation, the doctor claimed not being familiar with electrical sensitivities. To him, my claim that I had a pending case on the US Supreme Court was delusional, he said.
I asked the Lord not to let me die there because I did not want my children carry the stigma that their father had died on a mental hospital. The Lord answered my prayers. The same day, I saw a gentleman walking by. He had a look of peace and harmony in his face. I asked him if he was a doctor, and he said, "yes, I am a doctor here." I asked him if he was familiar with people with electrical sensitivities. He said that he had studied several cases in Greece, the place where he was coming from. After making a psychiatric evaluation, he said that the only problem I had was to explain to others that I am sensitive to electricity. My wife and kids were waiting for me at home. A month after, the swelling and pain aggravated my breathing problems, and I was taken to the ranch of my in-laws in Mexico. The electronic aggression almost kills me the same night I arrived there. There was no doubt, the radiation was directed by satellite. It was May of 2003.
It is difficult to believe that death can come from satellites, I told my in-laws, as I was lying in bed, on the patio looking at the stars. The pain was so intense that I could barely breathe. Every day seemed to be the last. What is happening to me is bound to happen to you too, guys, I told them. Unless we do something about it, no even the chickens are going to make it, I said. This is like placing us inside a microwave oven every day, I explained. Only God can save us from this, but it would be tempting the Lord if we do no do anything to defend ourselves, I told them. The wise thing to do now is to get together as a family and send letters to our congressmen asking for an explanation to this case, maybe that could help, I explained. Please do it for my children, I begged.
One day, one of my nephews came for help on a homework assignment dealing with satellite technology. I read aloud one paragraph explaining how satellites are equipped with powerful lasers and other lethal technologies. It was horrendous to hear my in-laws complaining of pain all night. My mother-in-law thought that this was witchcraft. Although she was a servant of God, the pain made her to persuaded me to go and see a witch. Thanks God, the lady was not home. One day I felt the need to go to church. I cried when they placed their hands on my head. Without knowing, I was surrendering to the feet of Christ. It was wonderful.
I asked the Lord to see my desire to serve him with all my heart. However, I felt unease when I invited the Holy Spirit to come in me when my head was full of arrogance, envy, hate, resentment, and revenge. Little by little I started to get rid of that evil, replacing it with love. Without knowing, I was entering real life. I shared with the congregation my efforts to purify my mind. I said that we have the habit of judging others by appearances. "And we think bad of people most of the time," said one of my sisters in Christ. It was true. I realized that the only way real life is to sincerely make an effort to treat others the same way we like to be treated. I had been like a beast before God. When it done on me that the Son of God had asked for forgiveness to those who were whipping, and spitting Him, I started to pray for those who are procuring this evil to us. Things started to change when my prayers became sincere.
When I felt I had only a few days to live, I came back home to see my children for the last time. Thanks God, I started to feel better, and I was able to work. However, the electronic aggression became stronger even at the work place. One day, I was on my knees asking the Lord to provide what I needed so I could demonstrate to others that the electronic aggression persisted. At that time, the telephone rang. I had been on a radio talk show explaining my tribulation and the producer was offering me detection equipment. At the right time, the Lord has been giving me what I need to show with facts that this evil plan is real.
I have tried to explain every which way this complex technology to no avail. Only those who have an intimate relationship with God have been able to discern my tribulation. Prayers that evil does not harm my children have been answered. My daughters' speech problems are getting mild. Karina had grown a tumor on her foot and could not move one finger in each hand. The tumor disappeared one day before the surgery, and now she can move all of her fingers.
What I thought had come out wrong on the courts came out to be right. Although the litigation did not stop the electronic aggressions, and even when some judges attempted regard the case as delusion or fantasy, the record established as a matter of law my mental stability and the fact that satellite technologies are in use to torture those who denounce injustice in a way that others may not perceive the aggression. This evidence can be used by other victims. The Lord has given me the opportunity to encourage other victims to seek help from the Lord. I explain that it is more likely that the Lord would help one of His servants than helping one evil from another evil.
The road harassment continues. There have been attempts to run over myself and my children, I have been the subject of death threats, and I have been labeled as child molester, drug dealer, and mentally insane. It is sad to see in congregations, some of those engaged in this evil. The electronic aggressions occur even when I am helping my children with homework. Although the pain stays with me day and night, the Lord has given me the strength to deal with this trial. Even in the agony of the pain I feel the joy of having placed all of my faith and confidence on God. I know that the Lord will keep in perfect peace those whose mind meditate on Him. Now I can say with confidence that to live is Christ and to die can be for the better. I know that everything comes to be right to all who sincerely serve the Lord. Please pray for us and for those who procure us harm.

In response to a request made by the Associated Press under the Freedom of Information Act, the US government declassified documents describing how the Department of Defense initiated a program to kill those who denounce injustice in a way that the victim could not sense the aggression, and on a way that it was impossible to trace the aggression to the United States government. (Please See "The Cold War Secret," The Monitor, at 4B; "Army Studied Radioactive Poison for Cold War", San Antonio Express- News at 1A, (Oct. 10, 2007). This case points to evidence on the federal record showing how members of the judiciary have attempted to conceal the fact that this Program has developed into an instrument of torture an murder.

This case demonstrates that there are no safeguards in place to impede that the same mentality that tortured, maimed, and murdered women and children in concentration camps, use these technologies to make homes, vehicles, schools, courts, hospitals, congregations, and even border crossings, virtual microwave ovens.

Gang staking includes a pervasive organized harassment, including road harassment to cause sensory overloads and harm the targets in a way that appears natural, accidental, or the result of a mental problem. To recruit mob support, Hate within this area circulate false rumors that the targets are child molesters, drug dealers, a spies, terrorists etc,. Twice, my seven year old daughter has been referred to the cardiologist. My youngest daughter developed a tumor on her foot and an inability to move one finger on each hand. Honorable United States Attorney General :

In response to a request made by the Associated Press under the Freedom of Information Act, the US government declassified documents describing how during the cold war, the government initiated a program to employ radiation to kill those who denounce injustice in a way that the victim could not sense the aggression and on a way that it was impossible to trace the aggression to the US government. (Please See "The Cold War Secret," The Monitor, at 4B; "Army Studied Radioactive Poison for Cold War", San Antonio Express- News at 1A, (Oct. 10, 2007).

My family and I are victims of radiation aggressions and organized stalking as retaliation for denouncing racial discrimination, and fraud of federal funds against members of the judiciary. This Complaint points out to specific and concrete evidence on the record showing how the President of the United States has influenced courts and agencies to discredit the harm caused by directed energy as delusional or fantastic.

Alberto Gonzales, former US Attorney General, through his counsel of record, has claimed that the use of x-rays and gamma rays is legal for surveillance of residences. Attached are Exhibits "1" , "2" and "3" which describe some of the harm caused on myself and on my children by directed radiation. During his farewell statements, Mr. Gonzales claimed that during his tenure as Attorney General he witnessed depravity that he though the man was not capable off. An investigation of this case may determine whether torturing women and children by directed radiation is the type of depravity Mr. Gonzales was referring to.

An investigation over this case may expose the number of victims that have been killed as a result of organized stalking and may expose how officials have excluded from their reports evidence of their participation and the motive that is causing these tragedies on educational institutions across the nation.

The cases below expose the fact that there are no safeguards in place to impede that the same mentality that tortured and murdered women and children in concentration camps make homes, churches, schools and even vehicles, virtual microwave ovens..

This type of terrorism could be considered now the most serious threat to American families. Everyday we live this torture. We need your help to stop these aggressions.

The following cases point to specific and concrete instances in the record where members of the judiciary engaged in fraud of the courts to discredit the harm caused by directed radiation and organized harassment.

In May 1995, I started my law studies at The Thomas M. Cooley Law School in Lansing Michigan, relying on a promise of an equal opportunity to compete for a law degree. Many of the law students at the law school claimed affiliation with federal law enforcement and investigative agencies. The resume of the Dean of the law school Don Le Duc indicates that he held several positions with the US Department of Justice. At the end of 1997, I submitted evidence to the Mr. Le Duc showing how the president of the law school, former judge Thomas E. Brennan and judge Roman S. Briggs were operating a scheme to defraud minorities of their federal loans. A few days after, I became the subject of a malicious federal investigation, radiation surveillance and organized harassment. During that time, John Brennan was heading the CIA's Counter Terrorism Center.

(After his retirement, John Brennan denounced the Department of Defense use of military technology for domestic surveillance as a major mistake, "Military Taking Bigger Spying Role in War on Terrorism", San Antonio Express-News at 3A (March 8, 2006).

The pervasive harassment forced me to leave my studies one month away from finishing my last semester of school in the State of Michigan, and I returned to my home town, Mission, Texas. I left the law school in good academic and moral standing.

In February of 1999, I filed a federal law suit seeking redress for the physical harm caused by the malicious overexposure to radiation, an electrical sensitivity. Please See Exhibit "1", and "3a" and "3b." The Second Amended Complaint details how members of the judiciary and of the bar are operating a scheme to deprive minorities of the opportunity to obtain a law degree, while giving away law degrees to those affiliated with government agencies.

The late US District Judge Filemon Vela, assigned the case to US Magistrate Judge Dorina Ramos. Judge Ramos ordered the transfer of the case from Mcallen Texas, to the US District Court in Grand Rapids Michigan, despite of conclusive evidence on the record showing that the Defendants made false statements to the Court in their efforts to transfer the case; despite evidence showing that the harm caused by the retaliatory electronic aggression had impaired my ability to travel long distances; and despite conclusive evidence of the law school fraudulent activities within the State of Texas. Jesus Mendoza Maldonado v. The Thomas M. Cooley Law School, et al, Southern Dist. of Texas US Dist. of TX, Mcallen, Division, Case M-99-77.

The litigation continued in Grand Rapids, Michigan by mail and by telephonic conferences. US District Judge Robert Holmes Bell assigned the case to US Magistrate Joseph G. Scoville, a professor a the Defendant's law school. During the litigation, I sought accommodations to my disability to prevent that the law school defendants take advantage of my health condition during the litigation. In response to my requests, Judge Scoville issued a warning of sanctions if I ever requested to the court consideration of my disability.

Following the Court's pretrial schedule, I filed an Amended Complaint that included as defendants some law school graduates, members of the judiciary that composed the law school Board of Directors. Judge Holmes Bell denied the filing of the Amended Complaint on the ground that the Motion was filed one day before the deadline. A motion for Summary Judgement established as a matter of law the Defendants' fraudulent scheme, the harm caused by the retaliatory electronic aggression, and my mental stability.

At the time the radiation aggression intensified aggravating my health condition, the defendants sought to take depositions at places that I could not appear. I filed a timely motion seeking protection from the court. Judge Holmes Bell ignored the Motion and dismissed the case as a sanction after my health condition did not allow me to appear to scheduled depositions. On May 2003, a panel composed by Judge Boggs and Daughtrey, Circuit Judges and Oberdorfer District Judge, declined to consider the defendants' fraudulent conduct. Jesus Mendoza Maldonado v. The Thomas M. Cooley Law School, et al, US Dist. Court for the Western. Dist. MI., Case No. 5: 01cv93; US Court of Appeals for the Sixth Circuit, Case No. 02-2095.

On January of the year 2003, I filed a law suit against the US Attorney General John Ashcroft seeking an Order to stop the electronic aggression after I saw my children with convulsions and seizures while detection equipment was showing high intensities of radiation inside our home. (Maldonado v Ashcroft, US Dist. Court for the Southern Dist. of Texas, Mcallen division, Case No. M 03-038). US District Judge Ricardo H. Hinojosa assigned US Magistrate Judge Dorina Ramos to the case. Judge Ramos recused herself in response to evidence of her judicial misconduct to benefit those engaged in fraud of federal funds, discrimination and retaliation. US District Judge Ricardo H. Hinojosa reassigned Judge Ramos to the case. On a hearing before Judge Ramos, my wife testified to the pain and suffering caused on myself and on my children when detection equipment shows high intensities of directed radiation inside our home. Judge Ramos altered the testimony of my wife to discredit evidence of electronic aggression and to imply that I am delusional. Judge Hinojosa disregarded the evidence on the record of alteration of testimony by Judge Ramos and dismissed the case. (Subsequent to the alteration of testimony, President George W. Bush appointed Judge Hinojosa to head the US Sentencing Commission. According the Dr. Jerry Polinard, a government professor at the University of Texas Pan-American, Judge Hinojosa was the first choice for nomination to the US Supreme Court by former President Bush).

At no time the US Attorney, nor the US Attorney General opposed evidence on the record of the judicial misconduct by Judge Hinojosa and Judge Ramos. (Maldonado v Ashcroft, Case No. M 03-038, audiotape of hearing, Docket No. 29, Docket No. 32, at five, Statement of Evidence, Docket No. 40).

During the litigation of this case, neither the US Attorney nor the US Attorney General opposed video tape evidence of the pain and suffering caused on myself and on my children while detection equipment indicated an electronic aggression; evidence that federal agencies are using harmful satellite radiation technologies which are otherwise reserved for national security and the military to direct radiation into residences; an affidavit of a former government agent who was sent to the emergency room with internal bleeding every time he offered to testify in court to the legitimacy of my claims of electronic aggression; and evidence showing how three federal agents, (Mark Miller, Michael Rodriguez, and Jeffrey Schrimer), who identified themselves to the principal of the school as FBI agents, engaged in harassment at my work place, a day I attempted to file a criminal complaint against the law school defendants. During the litigation of this case, David L. Guerra, counsel of record for the US Attorney General acknowledged my mental stability, and claimed that the use of ionizing radiation (x- and gamma rays) for surveillance of residences is legal. (Please See Exhibits "1" and "2", and "3"which illustrate and describe the harm caused on myself and on my children by x- and gamma radiation).

A panel composed by US District Judges Reavley, Wiener, and Benavides recognized my electrical sensitivity, the harm caused by the electronic aggression. However, the panel declined to address the judicial misconduct of Judge Hinojosa and Judge Ramos. On December of 2004, the same panel denied the Petition for Rehearing in Banc. US Court of Appeals for the Fifth Circuit Case No. 04-40095. On the year 2005, the US Supreme Court declined to hear the case. Jesus Mendoza Maldonado v Alberto R. Gonzales, U.S. S. Ct., Case No. 04-9908.

Judge Ramos and Judge Hinojosa declined an invitation by the Judicial Council of Fifth Court of Appeals to engage the evidence of their judicial misconduct. However, Carolyn Dineen King, the Chief Judge of the US Court of Appeals for the Fifth Circuit declined to consider specific and concrete evidence of fraud on the court by Judge Ramos and Judge Hinojosa. I filed a Petition for Review to the Judicial Council. On October of 2004, Judge E. Grady Jolly signed an Order affirming the dismissal of the Complaints. Complaints of Judicial Misconduct Nos. 04-05-372-0089 and 90. (According to Joseph St. Amant, a spokesman for the Judicial Council of the US Court of Appeals, during eight or nine years, and hundreds of complaints of judicial misconduct, only one Complaint has resulted in sanctions. "Federal judge known for dispensing humor finds himself on trouble", San Antonio Express-News, at 9B, October 3, 2007).

The radiation aggression divested my immune system of the ability to tolerate environmental radiation. Exposure to radiation emitted by power lines, flourescent lights, video display terminals, air conditioning motors, cellular telephones, etc., causes me among other things, swelling of vital organs, internal bleeding, breathing problems, loss of concentration and speech impairment. My ability to work, to be inside buildings and to travel are substantially impaired. I have been critically ill several times, I am in pain all the time. An Administrative Law Judge for the Social Security Administration found my electrical sensitivity, a severe impairment. Please See Exhibit "3". However, the Judge denied my applications for disability benefits, and I appealed to federal court.

The case was assigned to US District Judge Ricardo H. Hinojosa. Judge Hinojosa did not recuse himself from the case and assigned the case to US Magistrate Judge Peter E. Ormsby. On a telephonic hearing on November 21, 2005, counsel for the Social Security Administration did not oppose evidence of their false statements on their motion for summary judgement. Judge Ormsby expressed his sympathy for my situation and implied that a favorable recommendation was forthcoming. During the year 2006, the Clerk of the district court claimed that a Report and Recommendation had been issued but had not been entered, and then claimed that a Recommendation had not been issued. Despite conclusive evidence demonstrating that I am entitled to disability insurance benefits, the case is still pending. (Jesus Mendoza Maldonado v The Social Security Administration, US Dist. Ct. S. Dist of TX., Mcallen Division, Case No. M-05-133).

We have been victims of organized staking. I have been a victim of a drive by shooting, death treats, and attempts to run over myself and my children among other things. Organized stalking includes high speed road harassment, pervasive monitoring of the target, and attempts to disrupt daily routines to overload the senses of the target aimed to cause emotional disturbances and to cause harm in a way that appears natural, accidental or self inflicted. Pervasive harassment in schools and universities may be responsible for causing many of tragedies that are occurring across the nation. On some cases organized stalking may use satellite tracking and other surveillance technologies to coordinate mob harassment. Some evidence indicates that funding, technology and organization comes from federal programs. Many victims of electronic aggression are also victims of organized stalking. Hate groups and groups within federal funded sects in this area organize the local stalking groups. They fuel support and participation from others by circulating false rumors that the target is mentally insane, child molester, drug dealer, a prostitute, homosexual, spy, terrorist, etc. People from all walks of life, from the homeless to professional people, compose these groups. Members of these groups are found on the courts, on the universities, hospitals, the clergy and even on law enforcement agencies. Mr. Terry Leonard, one of my neighbors is a US assistant Attorney, in Mcallen, Texas. Mr. Leonard is one of the US prosecutors that have engaged in this type of harassment. Mr. Leonard may have information of those using electronic weapons in this area. My former next-door neighbor the late Consuelo Pullen, claimed that Mr. Leonard was familiar with electronic surveillance of my home. Mrs. Pullen died of complications of lupus, a rare condition that can be attributed to overexposure to radiation. Mrs.' Pullen next-door neighbor suffered the same condition. My next-door neighbor, Juanita Wilburn died of complications caused by Lupus a few month ago. At several times, I found extreme intensities of radiation at the homes of both, Mrs. Pullen and of Mrs. Wilbert.

The organized harassment intensified after I brought claims of judicial misconduct against Judge Ramos, and against Judge Hinojosa. Some of the identified culprits include Michael James Lindquist, a self proclaimed apostle of a non-Christian federal funded congregation; Diane K. Smedley, a high school teacher; Ruth Watkins, the wife of a high school teacher; and Christopher T. Lohden, a pilot of a local bank. Without a hearing and despite of defendants' admissions and incriminating evidence, US District Judge Lynn N. Hughes, dismissed the case. The Defendants did not oppose the evidence of their harassment nor the appeal. However on September of 2006, a panel composed of Chief Judge Jones, and King and Dennis found the appeal frivolous and issued a warning of sanctions. Maldonado v Lindquist, et al, US District Court Southern District of Texas, Houston Division, Case N0. H-05-97.(US Court of Appeals for the Fifth Circuit Case No. 05-20257. (Chief Judge Carolyn Dineen King was not qualified to hear this case since she had declined to consider conclusive evidence on the record of the fraud on the court by US District Judge Ricardo H. Hinojosa and US Magistrate Dorina Ramos).

While my wife was absent, I was involuntarily committed to a state hospital after my mother acted on the misbelief that I was neglecting medical care and on the misbelief that a State hospital could treat electrical sensitivities. During the mental evaluation I submitted to Dr. David Moron, medical documentation of the legitimacy of my condition and legal documentation showing how this injury was caused b overexposure to radiation. Dr. Moron claimed that he was not familiar with injuries caused by radiation and promised a release as soon he verified the fact that a case was pending on the US Supreme Court. The next day, Dr. Cannelus Caralampus a doctor familiar with electrical sensitivities evaluated my mental condition finding that the only problem I had was the difficulty of explaining to others that I am sensitive to environmental radiation. The medical records released by Dr. Moron claim that I have delusions of persecutions and does not include the findings of Dr. Caralampus. During the evaluation to qualify for rehabilitation services, Nancy Murray, counselor the Texas Dept. of Assistive and Rehabilitative Services excluded medical and legal document of the legitimacy of my disability and mental stability to deny rehabilitation and to blame my condition to a mental problem.

I filed a federal law suit to compel Texas Dept. of Assistive and Rehabilitative Services to provide rehabilitation technology and to compel Dr. Moron to amend my medical records. On a hearing before US District Judge Randy Crane, I introduced documents which Nancy Murray, a counselor for the Defendant Rehabilitation Agency, had excluded form the administrative record to deny rehabilitation services and to claim that I have a mental problem. The document excluded by Mrs. Murray included a decision of the Social Security Administration finding my electromagnetic sensitivity a severe impairment; pictures of the swelling caused on my face when exposed to radiation; and a document in which the President of the World Health Organization declares her sensitivity to radiation. The defendants did not oppose the evidence or their wrongdoing. However, Judge Crane adopted defendants' statements and which falsity can be verified by the record itself to imply that I am delusional and to dismiss the case.

In response to motion to recuse pointing to specific and concrete evidence of disqualification, Judge Crane did not deny his judicial misconduct, claiming instead that those without an attorney are not entitled to an impartial judge, abrogating well established constitutional protections. On June of 2007, US Circuit Judges Jolly, Dennis, and Clement, declined to consider evidence of fraud on the court and issued another warning of sanctions. Jesus Mendoza v Dr. David Moron, et al, US District Court for the Southern District of Texas, Mcallen Division, Case No. 7 05-CV-184; US Court of Appeals for the Fifth Circuit, Case No. 06-40671. (Circuit Judges Jolly and Dennis were not qualified to hear the case, since they had declined to consider evidence of fraud on the court by Judge Hinojosa and Judge Ramos).

In retaliation for filing a case against Dr. Moron and the Texas Dept. of Assistive and Rehabilitative Services, the University of Texas Pan-American terminated my access to research on its library. Judge Randy Crane dismissed the case claiming in essence that those who do not receive Social Security disability benefits are not entitled to disability accommodations on public places, abrogating well established federal and state disability laws. Judge Crane lifted procedural obstacles to appeal the case after I sought Congressional help. In order to avoid the possibility that sanctions would be imposed on appeal, I filed a motion to certify that the appeal is not frivolous citing to the federal record conclusive evidence of judicial misconduct to benefit those committing fraud on the court. The Clerk of the court declined to present the Motion to the court and I withdraw the appeal. Jesus Mendoza v. The University of Texas Pan-American, US Dist. Ct. S. Dist. of TX., Case No. M-05-408; US Court of Appeals for the Fifth Circuit, case No. 06-41453.

I submitted to the City of Mission Police Department evidence of the electronic aggression and organized stalking. The Chief of police Mr. Lio Longoria claimed that he was to investigate the case himself. After examination videotapes of detection equipment showing high intensities of radiation inside our home, and of the pain and suffering of my children, Mr. Joe Gonzales an investigator for the police department, concluded that our home had been the subject of an electronic aggression. Another investigator, Ezequiel Navarro, claimed that the local office of the Federal Bureau of Investigation had directed him no to intervene, because of an ongoing investigation of my activities by the Central Intelligence Agency.

Based on these facts, and on the facts established by federal litigation, a law suit was filed in federal court in Washington, D.C. The law suit sought an Order to compel the Defendants to cease and desist from using radiation surveillance during any investigation of my activities. Without a hearing, and without allowing the Defendants to respond, US District Judge Richard W. Roberts, dismissed the Complaint as delusional or fantastic.

On November 21, 2006, Ginsburg, Chief Judge, and Randolph and Tatel, Circuit Judges denied the Petition for Rehearing. The same day, Ginsburg Chief Judge, and Sentelle, Henderson, Randolph, Rogers, Tatel, Garland, Brown, and Kavanaugh, denied the Petition for Rehearing in Banc.

Judge Brett Kavanaugh, a former White House aide, failed to recuse himself from the case. Judge Kavanaugh is disqualified to hear cases of domestic surveillance because he worked as a White House aid, and was involved in crafting strategies to conceal from Congress the harmful use of radiation domestic surveillance programs. To the best of my knowledge and belief, Judge Kavanaugh is the subject of a Congressional inquiry to determine if he deceived a Congressional Committee during confirmation hearings. On June 21, of 2007, the US Supreme Court declined to get involved in the case.

In a case challenging the legality of domestic spy programs filed in Chicago, Illinois, US District Judge Matthew Kennelly claimed receiving ex-parte communications from NSA Director Keith Alexander and from National Intelligence Agency Director John Negroponte, before dismissing the case. In Re Jesus Mendoza, I sought to depose some of the individuals engaged in organized harassment. After I filed the Petition, Mr. Clinton Welding claimed that his son was driving the vehicle that attempted to ram its back on my vehicle. Mr. Welding promised to provide the names and addresses of those engaged in organized harassment in exchange of a dismissal of the Petition to depose his son. Mr. Clinton breached his promise and hired counsel, who then filed a Motion to dismiss the Petition. Without a hearing, State District Judge Aida Salinas Flores dismissed Mr. Clinton from the Petition. I filed a motion to appear by telephonic conference to judicial proceedings as an accommodation to my disability. Without a hearing, State District Judge Bobby Flores denied the Motion. A motion to recuse Judge Flores is pending before the court.

In re Jesus Mendoza, 139^th District Court of Hidalgo County, Cause No. C-2817-05-C.

In Pedro S. Montano v Jesus Mendoza, a doctor familiar with my health condition filed a law suit in Justice of the Peace Court falsely claiming that rats had caused damages to his vehicle. For more than five years, Dr. Montano had abandoned the vehicle at my place breaching a promise to provide the necessary parts for repair. Before filing the law suit, his attorney, Mr. Carlos Ortegon claimed that although there was no legal basis for the law suit, he could manipulate the courts. Without allowing time for discovery, Justice of the Peace Ismael "Melo" Ochoa set date for trail and issued an Order to compel my attendance to trial under penalty of arrest without taking into consideration medical documentation showing that a prolonged stay inside a building was bound to cause me severe physical harm.

I filed a Petition seeking protection on the State District Court. However, the hearing on the Application for a Temporary Restraining Order was set until after the date for trial.

On October 27, 2007, Judge Ochoa allowed counsel for Dr. Montano to select as jurors persons that had declared their inability to render a fair verdict. Dr. Daniel Charles Brown claimed to be a friend of Dr. Montano, and Maria Lourdes Gonzalez claimed that she had been involved in repossession of a car apparently by mechanics. During a Court recess and while Petitioner was absent, Gonzalez was selected Jury Foreman. During trial, Judge Ochoa threatened to order my arrest when I opposed the false statement of Dr. Montano's counsel to the jury, and declined to submit my counterclaim to the jury. Although Dr. Montano failed to produce any evidence of the damage caused to the vehicle by rats, Judge Ochoa signed a judgement of more than four thousand dollars in favor of Dr. Montano.

State District Judge Noe Gonzales did not consider a Motion with supporting medical documentation to appear by telephonic conference to the hearing on the application to restrain Judge Ochoa from violating my civil rights. Judge Gonzales found no jurisdiction on the case, and asked me whether I wanted to settle the case in exchange of the money judgement obtained by Dr. Montano. I agreed to settle the case in exchange of the money judgement. After the hearing, counsel for Dr. Montano refused to settle the case claiming that the court did not have jurisdiction and the agreement was not on the record. An appeal of the judgement voided the judgement as a matter of law. I filed an Amended Petition seeking damages for the aggravation of my condition after I was compelled to stay inside the court room for an extended period of time. The harm caused includes among other things increased pain, which now requires the shielding of the thoracic box at all times, to avoid swelling of internal organs, and internal bleeding. After Dr. Montano defaulted on discovery seeking the identity of those who may be engaged in organized harassment, counsel for Dr. Montano and Judge Ochoa filed a forged "Agreed Motion to Dismiss" the Case. The same day, Judge Gonzales signed the Order of Dismissal. I filed a motion for a hearing to establish the fact that fraud had been committed on the court. Judge Gonzales did not allow me to appear by telephone to the hearing and dismissed the case. An Appeal is pending. At no time neither Dr. Montano nor Judge Ochoa have opposed the evidence of on the record of their fraud on the court. Jesus Mendoza v Dr. Pedro S. The appeal of the judgement signed by Judge Ochoa resulted on a new trial. After Dr. Montano defaulted on discovery, Hidalgo County Judge Jaime Palacios denied my Motion to appear by telephonic conference to the hearing on my Motion for sanctions. The court's case manager advised me that failing to appear in person will result in dismissal of my claims. Pending before the court is a motion to recuse Judge Palacios. Dr. Pedro S. I have submitted Requests for access to the courts by telephonic conferences with supporting medical documentation to defend myself from the attempts to cause harm to myself and to my children to the Hidalgo County Judge Ramon Garcia, to the Office of the Administrative Presiding District Judge Mario Ramirez and District Judge Juan Partida to no avail.

For all of the above reasons, I request the US Attorney General to investigate this Complaint and that after an investigation, proceed accordingly against those responsible for the criminal acts detailed in this Complaint. If more information or documentation is needed, I will be happy to oblige.

CLEAR AND PRESENT DANGER......

THIS IS NOT FANTASY OR DELUSION. THIS IS A CLEAR AND PRESENT DANGER TO OUR FAMILIES. WITHOUT KNOWING, YOU AND YOUR LOVED ONES, MAY BE NOW THE SUBJECT SILENT, INVISIBLE AND DEADLY SATELLITE SURVEILLANCE. This case is the tip of the iceberg of a slow motion and virtual genocide in progress. (6-21-2007)

At this time radiation directed from satellites are making homes, schools, offices, courts, churches, and even vehicles virtual microwave ovens. This case brings conclusive evidence showing how under the excuse of a domestic surveillance program, this Administration is using harmful technologies to commit crimes against humanity. This case brings conclusive evidence showing how this Administration has influenced federal courts to discredit as delusional, cases of electronic surveillance in order to conceal the fact that these technologies are in use for repression of those who denounce injustice. That is the main reason the President of the United States and the Governor of Texas should be compelled make a full disclosure of the radiation technologies used for electronic surveillance before Congress legalizes domestic spy surveillance programs.

Exhibit "1", (attached), is conclusive evidence of an electronic aggression in progress, and shows some of the physical harm, swelling, pain, and suffering caused on my children my in-laws and on myself by radiation directed by satellite as retaliation for complaining of racial discrimination and fraud of federal funds against prominency. If the electronic torture continues undeterred against those who are actively denouncing the electronic aggressions, imagine the harm inflicted on unsuspecting victims.
Please ask your federal and State legislators to make an investigation on this case, and to provide an explanation in writing to this case. Legislators have an obligation to tell you the truth. The question is whether congress can investigate when there is evidence of collusion on the federal courts to violate civil rights. Please share this information with others, so they can do the same. This in turn could spare lives and pain and suffering to innocent victims. Do not allow apathy, skepticism, or indifference make you another victim of these terrifying technologies.

WHAT IS SATELLITE SURVEILLANCE ?
At this time, government technicians, and surveillance contractors operating from secret locations are using satellite surveillance to observe and record even the most intimate activities of individuals. Satellite radiation surveillance technologies reserved otherwise for the military requires the bouncing of silent and invisible harmful radiation form the target's body to retrieve on a video screen, activity even inside walls or on a moving vehicle. Satellite surveillance uses global positioning radar, and technologies similar to the technology employed to remove kidney stones without surgery. Invisible laser beams are bounced from the target, and back to the satellites from different angles. However the concentration of radiation on a person, home or vehicle is harmful per se and can have deadly effects.

This case demonstrates that these terrifying technologies are in use by hate to commit perfect crimes. This case demonstrates that there are no safeguards in place to impede that the same mentality that tortured, maimed, and murdered women and children in concentration camps, use this technology to harm people in homes, vehicles, schools, courts, hospitals, and even congregations.
An electronic aggression can come from within the neighborhood, and there is nothing in place to prevent that neighbors use radiation as a weapon against each other. According to experts. simple modifications to existing technologies can make out of a microwave oven, or laser gun an electronic weapon that can be used to torture to death unsuspected victims. Local authorities are not equipped to detect this type of assault. However, the governor of Texas has declared his intention to legalize electronic surveillance programs similar to those employed by federal agencies, and does not deny the fact that radiation surveillance is already in use by Texas agencies.

HOW DO I KNOW IF I AM A VICTIM OF SATELLITE SURVEILLANCE?
An electronic aggression is very difficult to detect. Even after years of satellite targeting, a victim may not realize that her maladies are the result of an electronic assault. An electronic aggression is silent, invisible, and the physical harm can be attribute to natural causes. Even on the face of solid evidence showing that an electronic aggression is in progress, most people refuse to consider the possibility that this technology exists and that it is in use to torture to death unsuspected victims. On some cases, even dying victims are reluctant to believe that they are being tortured to death by satellites bouncing invisible radiation from their bodies. Those who have realized the electronic assault have been deemed delusional and have been unable to defend themselves.

Exposure to directed radiation can cause pain, swelling of vital organs, and other maladies that can be blamed to weight gain, aging, or other natural causes. Even low intensity directed radiation can impair a specific vital organ, or weak the immune system to cause what may appear allergies or chronic flu symptoms or predispose internal bleeding, headaches, visual, memory, concentration, breathing and speech impairments, diarrhea, convulsions, seizures, irregular blood pressure and heart beat, heart attacks, cancer, birth and development defects, crib death syndrome, brain hemorrhage, autism, and nerve damage.
Apart from gathering information, satellite surveillance is used to study the reactions of people when exposed to different intensities of directed radiation, to strategically exploit human strengths and weaknesses, in order to manipulate behavior and decision making, to disrupt relationships, to impair intellectual and physical abilities, and even to lead an unsuspected victim to acts of self-destruction. Directed radiation can strategically cause on the target or on bystanders, among other things, hyperactivity, sleep deprivation, fatigue, lethargy, apathy, mood swings, anxiety, irritability, and rage. These reactions can be used to strategically cause accidents, disrupt family, and business relationships, to inhibit worshiping in selected congregations, to disrupt sport competition, to inhibit voting in strategic areas. An electronic aggression can explain bizarre cases of family violence, road rage, unexpected aggressions by animals, unexplained deaths and suicides, death of immigrants by overexposure, strategic disruption of electronic equipment, cases of food and water poisoning, voter apathy in selected areas, and even health impairment of elected officials to gain legislative majorities.

WHAT MAKES POSSIBLE THESES CRIMES AGAINST HUMANITY?
Lack of information on the use and abuse of these terrifying technologies. At this time the president of the United States insists that he can be trusted to use secret technologies to spy on Americans, without disclosing these activities to Congress.
The US Attorney General Alberto Gonzales, does not deny the use of harmful radiation for surveillance and claims that directing harmful radiation into residences is legal. In effort to avoid responsibility for the harm caused by this harmful technology, the US Attorney General has delegated approval of radiation surveillance on Americans to the Foreign Intelligence and Surveillance Court a secret court. However, given conclusive evidence on the federal record showing how this Administration has influenced with impunity courts of public record to conceal the use of harmful radiation on Americans, relying on a secret court to approve the use of this harmful technologies, gives the President of the United States a blank check to commit crimes against humanity.

The following line of cases provides conclusive evidence on the federal record showing how this Administration has influenced federal courts to discredit cases of domestic spy programs to conceal the fact that electronic surveillance is used for repression of those who complain of injustice.

In Jesus Mendoza Maldonado v. The Thomas M. Cooley Law School, et al, Case M-99-77, U.S. Magistrate Judge Dorina Ramos transferred the case from Mcallen, Texas to the State of Michigan, despite of conclusive evidence showing the harm caused o myself by an electronic aggression that agents of the law school had incited as retaliation for denouncing racial discrimination. Judge Ramos disregarded conclusive evidence of the law school fraudulent activities within the state of Texas and the false statements made by the law school to transfer the case and to imply that I am delusional.

The litigation in the State of Michigan established the fact that the law school operated a scheme to deprive minorities of the opportunity to obtain a law degree, defrauding them of their federal loans, while giving law degrees to those affiliated with State and federal agencies. The litigation in the state of Michigan established the legitimacy of the harm caused by the retaliatory electronic aggression, and my mental stability. This case occurred when former Chief Justice of the Michigan Supreme Court Thomas E. Brennan and several former Cooley graduates, now members of the judiciary, were operating this fraudulent scheme, and at the time John Brennan was heading the CIA's Counter Terrorism Center (1997). (After his retirement, John Brennan denounced the Department of Defense use of military technology for domestic surveillance as a major mistake, "Military Taking Bigger Spying Role in War on Terrorism", San Antonio Express-News at 3A March 8, 2006).

I filed a law suit against the US Attorney General to stop the electronic aggression after I saw two of my children with convulsions and seizures while radiation detectors were showing high intensities of radiation in our home. (Maldonado v Ashcroft, Case No. M 03-038. US District Judge Ricardo H. Hinojosa assigned Judge Ramos to the case. Judge Ramos recused herself in response to evidence of her judicial misconduct to benefit those engaged in fraud of federal funds and retaliation. US District Judge Ricardo H. Hinojosa reassigned Judge Ramos to the case. On a hearing before Judge Ramos, my wife testified to the pain and suffering caused on myself and on my children by high intensities of directed radiation inside our home. Judge Ramos altered the testimony of my wife to discredit evidence of electronic aggression and to imply that I am delusional. Judge Hinojosa disregarded the evidence of alteration of testimony by Judge Ramos and dismissed the case. (According the Dr. Jerry Polinard, a government professor, Judge Hinojosa former President Bush first choice for nomination to the US Supreme Court. Subsequently, President George W. Bush appointed Judge Hinojosa to head the US Sentencing Commission).
At no time the US Attorney General has opposed the evidence of judicial misconduct by Judge Hinojosa and Judge Ramos. (Maldonado v Ashcroft, Case No. M 03-038, audiotape of hearing, Docket No. 29, Docket No. 32, at five, Statement of Evidence, Docket No. 40).
During the litigation of this case, the US Attorney General did not oppose an affidavit of a former government agent who was sent to the emergency room with internal bleeding every time he offered to testify in court to the legitimacy of my claims of electronic aggression. During the litigation of this cases, the US Attorney General did not oppose evidence showing that three federal agents (Mark Miller, Michael Rodriguez, and Jeffrey Schrimer, who identified themselves to the principal of the school as FBI agents) engaged in harassment at my work place, a day I attempted to file a criminal complaint against those engaged in fraud of federal funds and retaliation. During the litigation of this case, David L. Guerra, counsel of record for the US Attorney General acknowledged my mental stability, and claimed that the use of ionizing radiation (x- and gamma rays) for surveillance of residences is legal. Jesus Mendoza Maldonado v John Ashcroft, (S. D. Tex.) Case No. M 03-38. (Please See Exhibit "1" which illustrates the harm caused on myself and on my children by x- and gamma radiation).

During the litigation of this case, it was introduced unopposed into the record, video tape evidence of the pain and suffering caused on myself and on my children while detection equipment indicated an electronic aggression. During the litigation of this case it was established that federal agencies are using harmful satellite radiation technologies which are otherwise reserved for national security and the military to direct radiation into residences. The Court of Appeals recognized my electrical sensitivity the harm caused by the electronic aggression. However, the court declined to address the judicial misconduct of Judge Hinojosa and Judge Ramos. US Court of Appeals for the Fifth Circuit Case No. 04-40095, Jesus Mendoza Maldonado v Alberto R. Gonzales, U.S. S. Ct., Case No. 04-9908, (2005).

Judge Ramos and Judge Hinojosa declined an invitation by the Fifth Court of Appeals to engage the evidence of their judicial misconduct. The Chief Judge of the US Court of Appeals for the Fifth Circuit dismissed the Complaint of judicial misconduct. Judicial Misconduct Complaints Nos. 04-05-372-0089 and 90.

The radiation aggression divested my immune system of the ability to tolerate environmental radiation. Exposure to radiation emitted by power lines, flourescent lights, video display terminals, air conditioning motors, cellular telephones, etc., causes me among other things, swelling of vital organs, internal bleeding, breathing problems, loss of concentration and speech impairment. My ability to work, to be inside buildings and to travel are substantially impaired. I have been critically ill several times, I am in pain all the time. An Administrative Law Judge for the Social Security Administration found my electrical sensitivity, a severe impairment. However, the Judge denied my applications for disability benefits.
On a hearing before US Magistrate Judge Peter E. Ormsby on November 21, 2005, counsel for the Social Security Administration did not oppose evidence of their false statements on a motion for summary judgement. Judge Ormsby expressed his sympathy for my situation and implied that a favorable recommendation was forthcoming. During the year 2006, the Clerk of the district court claimed that a Report and Recommendation had been issued but had not been entered, and then claimed that a Recommendation had not been issued. The case is now before US District Judge Ricardo H. Hinojosa. (Jesus Mendoza Maldonado v The Social Security Administration, US Dist. Ct. S. Dist of TX., Mcallen Division, Case No. M-05-133).

While my wife was absent, I was involuntarily committed to a state hospital after my mother acted on the misbelief that I was neglecting medical care and on the misbelief that a State hospital could treat electrical sensitivities. During the mental evaluation I submitted to Dr. David moron, medical documentation of the legitimacy of my condition and legal documentation showing how this injury was caused b overexposure to radiation. Dr. Moron claimed that he was not familiar with injuries caused by radiation and promised a release as soon he verified the fact that a case was pending on the US Supreme Court. The next day, Dr. Cannelus Caralampus a doctor familiar with electrical sensitivities evaluated my mental condition finding that the only problem I had was the difficulty f explaining to others that I am sensitive to environmental radiation. The medical records released by Dr. Moron claim that I have delusions of persecutions and does not include the findings of Dr. Caralampus. During my efforts to obtain rehabilitation services, agents of the Texas Dept. of Assistive and Rehabilitative Services excluded medical and legal document of the legitimacy of my disability and mental stability to deny rehabilitation services and to blame my condition to a mental problem. On a hearing before US District Judge Randy Crane, I introduced documents that had been excluded by the defendants form the administrative record including a decision of the Social Security Administration finding my electromagnetic sensitivity a severe impairment, pictures of the swelling caused on my face when exposed to radiation, and a document in which the President of the World Health Organization declares her sensitivity to environmental radiation. The defendants did not oppose the evidence or their wrongdoing. Judge Crane adopted defendants' statements which falsity can be verified by the record itself to imply that I am delusional and to dismiss the case.
In response to a proper motion to recuse, Judge Crane did not deny his judicial misconduct, claiming instead that those without an attorney are not entitled to an impartial judge, abrogating well established constitutional protections. (Jesus Mendoza v Dr. David Moron, et al, US District Court for the Southern District of Texas, Mcallen Division, Case No. 7 05-CV-184).

The University of Texas Pan American terminated my access to research on its library after I filed the case against Dr. Moron and the Texas Dept. of Assistive and Rehabilitative Services. Judge Randy Crane dismissed the case claiming in essence that those who do not receive Social Security disability benefits are not entitled to disability accommodations on public places, abrogating well established federal and state disability laws. Judge Crane lifted procedural obstacles to appeal the case after I sought Congressional help. (Jesus Mendoza v. The University of Texas Pan-American, US Dist. Ct. S. Dist. of TX., Case No. M-05-408).

We have been victims of organized staking, including road harassment and attempts to run over myself and my children. Organized stalking is a copycat of harassment used in communist countries against those who oppose injustice. Electronic aggressions and organized stalking are part of the system to retaliate against those who complain of injustice. Organized stalking includes high speed road harassment and a pervasive monitoring of the target on public places to overload the senses of the target to cause harm in a way that appears natural, accidental or self inflicted. Most victims of electronic aggression are also victims of organized stalking. Hate groups in this area organize the local stalking groups. They fuel support and participation from neighbors, congregations, and even from border line mentally retarded individuals, by circulating false rumors that the target is mentally insane, child molester, drug dealer, a prostitute, homosexual, spy, terrorist, etc. On some cases, members are told they are helping police in conducting a secret investigation. On some cases, as payment for passing information, they receive gas, pizza, drugs, and even sexual favors. People from all walks of life, from the homeless to professional people, compose these groups. Members of these groups are found on the courts, universities, hospitals, the clergy and even on police departments. These groups may be responsible for causing many of the fatalities in this area.

The gang stalking intensified after I brought claims of judicial misconduct against Judge Ramos and against Judge Hinojosa. Some of the identified culprits include a self proclaimed apostle of a non-Christian- faith- funded congregation, a high school teacher, the wife of a high school teacher, and a pilot of a local bank. Without a hearing and despite of defendants' admissions and incriminating evidence, US District Judge Lynn N. Hughes, dismissed the case. Maldonado v Lindquist, et al, US District Court Southern District of Texas, Houston Division, Case N0. H-05-97.

In response to complaints of electronic aggression and organized stalking, and after examination of evidence, an investigator for the City of Mission police department concluded that our home had been the subject of an electronic aggression. Another investigator claimed that the local office of the Federal Bureau of Investigation had directed him no to intervene because of an ongoing investigation of my activities by the Central Intelligence Agency.

Based on these facts, and on the facts established by federal litigation, a law suit was filed in federal court in Washington, D.C. The law suit sought an Order to compel the Defendants to cease and desist from using radiation surveillance during any investigation of my activities. Without a hearing, and without allowing the Defendants to respond, US District Judge Richard W. Roberts, dismissed the Complaint as delusional or fantastic.
On November 21, 2006, Ginsburg, Chief Judge, and Randolph and Tatel, Circuit Judges denied the Petition for Rehearing. The same day, Ginsburg Chief Judge, and Sentelle, Henderson, Randolph, Rogers, Tatel, Garland, Brown, and Kavanaugh, denied the Petition for Rehearing in Banc. On June 21, of 2007, the US Supreme Court declined to get involved in the case. This case brings conclusive evidence showing how this Administration has influenced federal courts to discredit as delusional, cases of electronic surveillance in order to conceal that these technologies are in use for repression of those who denounce injustice.

That is the main reason the President of the United States and the Governor of Texas should be compelled to make a full disclosure of the technologies used for electronic surveillance before Congress legalizes the use of directed radiation on secret surveillance programs.

This case demonstrates that there are no safeguards in place to impede that the same mentality that tortured, maimed, and murdered women and children in concentration camps, use this technology to harm people in homes, vehicles, schools, courts, hospitals, and even congregations.

WHAT IS AN ELECTRONIC ASSAULT ?

Radiation surveillance requires the bouncing of silent and invisible harmful radiation form the target's body to retrieve on a video screen, activity even inside walls or on a moving vehicle. At this time, government technicians, and surveillance contractors operating from secret locations are using satellite surveillance to observe and record even the most intimate activities of individuals.

Satellite radiation surveillance uses technologies reserved otherwise for the military, including global positioning radar, and laser technologies similar those technologies employed to remove kidney stones without surgery. Invisible beams are bounced from the target, and back to satellites from different angles. This in turn, makes the target a virtual transmitter of radiation. However the concentration of radiation on a person, home or vehicle is harmful per se and can have deadly effects.

An electronic aggression can come from Satellite or form hate within the neighborhood. Simple modifications to existing technologies can make an electronic weapon out of a microwave oven, or a laser gun, that then can be used to torture to death unsuspected victims. HOW DO I KNOW IF I AM A VICTIM OF SATELLITE SURVEILLANCE?

An electronic aggression is very difficult to detect, and most doctors are not equiped to detect and diagnose an electronic aggression. Even after years of satellite targeting, a victim may not realize that her maladies are the result of an electronic assault. An electronic aggression is silent, invisible, and the physical harm can be attribute to natural causes. Even on the face of solid evidence showing that an electronic aggression is in progress, most people refuse to consider the possibility that this technology exists and that it is in use to torture to death unsuspected victims.
On some cases, even dying victims are reluctant to believe that they are being tortured to death by satellites bouncing invisible radiation from their bodies.
Those who have realized the electronic assault have been deemed delusional and have been unable to defend themselves.

Exposure to directed radiation can cause pain, swelling of vital organs, and other maladies that can be blamed to weight gain, aging, or other natural causes. Apart from gathering information, satellite surveillance is used to study the reactions of people when exposed to different intensities of directed radiation, to strategically exploit human strengths and weaknesses, in order to manipulate behavior and decision making, to disrupt relationships, to impair intellectual and physical abilities, and even to lead an unsuspected victim to acts of self-destruction.
Directed radiation can strategically cause on the target or on bystanders, among other things, hyperactivity, sleep deprivation, fatigue, lethargy, apathy, mood swings, anxiety, irritability, and rage.

These reactions can be used to strategically cause accidents, disrupt family, and business relationships, to inhibit worshiping in selected congregations, to disrupt sport competition, to inhibit voting in strategic areas.

An electronic aggression can explain bizarre cases of family violence, road rage, unexpected aggressions by animals, unexplained deaths and suicides, death of immigrants by overexposure, strategic disruption of electronic equipment, cases of food and water poisoning, voter apathy in selected areas, and even health impairment of elected officials to gain legislative majorities.

WHAT MAKES POSSIBLE THESES CRIMES AGAINST HUMANITY?

At this time, federal law intimidates journalism that would expose the harm caused on the people by these terrifying technologies. On June 2007, US Rep. Mike Pence R-Ind., filed a bill that would protect reporters from federal prosecution when they are exposing corruption in the name of national security.
However, at this time the president of the United States insists that he can be trusted to use secret technologies to spy on Americans, without disclosing these activities to Congress.

The US Attorney General Alberto Gonzales, does not deny the use of harmful radiation for surveillance and claims that directing harmful radiation into residences is legal. In effort to avoid responsibility for the harm caused by this harmful technology, the US Attorney General has delegated approval of radiation surveillance on Americans to the Foreign Intelligence and Surveillance Court, a secret court.
However, given conclusive evidence on the federal record showing how this Administration has influenced courts of public record to conceal the use of harmful radiation on Americans, relying on a secret court to approve the use of these harmful technologies, gives the President of the United States a blank check to torture and murder in the name of national security. Lying to Congress is a crime, and a Congressional Committee is inquiring into whether the US Attorney General lied to Congress when he said that no civil rights have been violated under the US Patriot Act.

The following line of cases provides conclusive evidence on the federal record showing how this Administration has influenced federal courts to discredit cases of harmful radiation surveillance and to conceal the fact that these technologies are used for repression of those who complain of injustice.

In a case challenging the legality of domestic spy programs filed in Chicago, Illinois, US District Judge Matthew Kennelly claimed receiving ex-parte communications from NSA Director Keith Alexander and from National Intelligence Agency Director John Negroponte, before dismissing the case. In Jesus Mendoza Maldonado v. The Thomas M. Cooley Law School, et al, Case M-99-77, U.S. Magistrate Judge Dorina Ramos transferred the case from Mcallen, Texas to the State of Michigan, despite of conclusive evidence showing the harm caused o myself by a retaliatory electronic aggression. Judge Ramos disregarded conclusive evidence of the law school fraudulent activities within the state of Texas and the false statements made by the law school to transfer the case and to imply that I am delusional.

The litigation in the State of Michigan established the fact that the law school operated a scheme to deprive minorities of the opportunity to obtain a law degree, defrauding them of their federal loans, while giving law degrees to those affiliated with State and federal agencies.

The litigation in the state of Michigan established the legitimacy of the harm caused by the retaliatory electronic aggression, and my mental stability. This case occurred when former Chief Justice of the Michigan Supreme Court Thomas E. Brennan and several former Cooley graduates, now members of the judiciary, were operating this fraudulent scheme, and at the time John Brennan was heading the CIA's Counter Terrorism Center

(After his retirement, John Brennan denounced the Department of Defense use of military technology for domestic surveillance as a major mistake, "Military Taking Bigger Spying Role in War on Terrorism", San Antonio Express-News at 3A March 8, 2006).

I filed a law suit against the US Attorney General to stop the electronic aggression after I saw two of my children with convulsions and seizures while radiation detectors were showing high intensities of radiation in our home. (Maldonado v Ashcroft, Case No. M 03-038. US District Judge Ricardo H. Hinojosa assigned Judge Ramos to the case.
Judge Ramos recused herself in response to evidence of her judicial misconduct to benefit those engaged in fraud of federal funds and retaliation. US District Judge Ricardo H. Hinojosa reassigned Judge Ramos to the case. On a hearing before Judge Ramos, my wife testified to the pain and suffering caused on myself and on my children by high intensities of directed radiation inside our home. Judge Ramos altered the testimony of my wife to discredit evidence of electronic aggression and to imply that I am delusional. Judge Hinojosa disregarded the evidence of alteration of testimony by Judge Ramos and dismissed the case.

(According the Dr. Jerry Polinard, a government professor, Judge Hinojosa was former President Bush first choice for nomination to the US Supreme Court. After Judge Hinojosa approved the alteration of testimony, President George W. Bush appointed Judge Hinojosa to head the US Sentencing Commission).

At no time the US Attorney General has opposed evidence on the record of judicial misconduct by Judge Hinojosa and Judge Ramos. (Maldonado v Ashcroft, Case No. M 03-038, audiotape of hearing, Docket No. 29, Docket No. 32, at five, Statement of Evidence, Docket No. 40).

During the litigation of this case, the US Attorney General did not oppose an affidavit of a former government agent who was sent to the emergency room with internal bleeding every time he offered to testify in court to the legitimacy of my claims of electronic aggression. During the litigation of this cases, the US Attorney General did not oppose evidence showing that three federal agents (Mark Miller, Michael Rodriguez, and Jeffrey Schrimer, who identified themselves to the principal of the school as FBI agents) engaged in harassment at my work place, a day I attempted to file a criminal complaint against those engaged in fraud of federal funds and retaliation. During the litigation of this case, David L. Guerra, counsel of record for the US Attorney General acknowledged my mental stability, and claimed that the use of ionizing radiation (x- and gamma rays) for surveillance of residences is legal. Jesus Mendoza Maldonado v John Ashcroft, (S. D. Tex.) Case No. M 03-38. (Please See Exhibit "1" which illustrates the harm caused on myself and on my children by x- and gamma radiation).

During the litigation of this case, it was introduced unopposed into the record, video tape evidence of the pain and suffering caused on myself and on my children while detection equipment indicated an electronic aggression. During the litigation of this case, it was established that federal agencies are using harmful satellite radiation technologies which are otherwise reserved for national security and the military to direct radiation into residences. The Court of Appeals recognized my electrical sensitivity, the harm caused by the electronic aggression. However, the court declined to address the judicial misconduct of Judge Hinojosa and Judge Ramos. US Court of Appeals for the Fifth Circuit Case No. 04-40095, Jesus Mendoza Maldonado v Alberto R. Gonzales, U.S. S. Ct., Case No. 04-9908, (2005).

Judge Ramos and Judge Hinojosa declined an invitation by the Fifth Court of Appeals to engage the evidence of their judicial misconduct, and the Chief Judge of the US Court of Appeals for the Fifth Circuit dismissed the Complaint of judicial misconduct. Judicial Misconduct Complaints Nos. 04-05-372-0089 and 90.

The radiation aggression divested my immune system of the ability to tolerate environmental radiation. Exposure to radiation emitted by power lines, flourescent lights, video display terminals, air conditioning motors, cellular telephones, etc., causes me among other things, swelling of vital organs, internal bleeding, breathing problems, loss of concentration and speech impairment. My ability to work, to be inside buildings and to travel are substantially impaired. I have been critically ill several times, I am in pain all the time. An Administrative Law Judge for the Social Security Administration found my electrical sensitivity, a severe impairment. However, the Judge denied my applications for disability benefits.

The case was assigned to US District Judge Ricardo H. Hinojosa. On a hearing before US Magistrate Judge Peter E. Ormsby on November 21, 2005, counsel for the Social Security Administration did not oppose evidence of their false statements on a motion for summary judgement. Judge Ormsby expressed his sympathy for my situation and implied that a favorable recommendation was forthcoming. During the year 2006, the Clerk of the district court claimed that a Report and Recommendation had been issued but had not been entered, and then claimed that a Recommendation had not been issued.

While my wife was absent, I was involuntarily committed to a state hospital after my mother acted on the misbelief that I was neglecting medical care and on the misbelief that a State hospital could treat electrical sensitivities. During the mental evaluation I submitted to Dr. David moron, medical documentation of the legitimacy of my condition and legal documentation showing how this injury was caused b overexposure to radiation. Dr. Moron claimed that he was not familiar with injuries caused by radiation and promised a release as soon he verified the fact that a case was pending on the US Supreme Court. The next day, Dr. Cannelus Caralampus a doctor familiar with electrical sensitivities evaluated my mental condition finding that the only problem I had was the difficulty f explaining to others that I am sensitive to environmental radiation.

The medical records released by Dr. Moron claim that I have delusions of persecutions and does not include the findings of Dr. Caralampus. During my efforts to obtain rehabilitation services, agents of the Texas Dept. of Assistive and Rehabilitative Services excluded medical and legal document of the legitimacy of my disability and mental stability to deny rehabilitation services and to blame my condition to a mental problem. On a hearing before US District Judge Randy Crane, I introduced documents that had been excluded by the defendants form the administrative record including a decision of the Social Security Administration finding my electromagnetic sensitivity a severe impairment, pictures of the swelling caused on my face when exposed to radiation, and a document in which the President of the World Health Organization declares her sensitivity to environmental radiation. The defendants did not oppose the evidence or their wrongdoing. Judge Crane adopted defendants' statements which falsity can be verified by the record itself to imply that I am delusional and to dismiss the case.

In response to a proper motion to recuse, Judge Crane did not deny his judicial misconduct, claiming instead that those without an attorney are not entitled to an impartial judge, abrogating well established constitutional protections. On June 2007, the Court of Appeals dismissed the case as frivolous and issued a warning of sanctions for the second time. (Jesus Mendoza v Dr. David Moron, et al, US District Court for the Southern District of Texas, Mcallen Division, Case No. 7 05-CV-184). (US Court of Appeals for the Fifth Circuit, Case No. 06-40671).

In retaliation for filing a case against Dr. Moron and the Texas Dept. of Assistive and Rehabilitative Services, the University of Texas Pan American terminated my access to research on its library.

Judge Randy Crane dismissed the case claiming in essence that those who do not receive Social Security disability benefits are not entitled to disability accommodations on public places, abrogating well established federal and state disability laws. Judge Crane lifted procedural obstacles to appeal the case after I sought Congressional help. In order to avoid the possibility that sanctions would be imposed on appeal, I filed a motion to certify that the appeal is not frivolous citing to the federal record conclusive evidence of judicial misconduct to benefit those committing fraud on the court. The Clerk of the court declined to present the Motion to a Judge and on June, 2007, I withdraw the appeal.

We have been victims of organized staking, including road harassment and attempts to run over myself and my children. Organized stalking is a copycat of harassment used in communist countries for repression of those who oppose injustice. On some cases victims of electronic aggression are also victims of organized stalking. Organized stalking includes high speed road harassment, pervasive monitoring of the target, and attempts to disrupt daily routines to overload the senses of the target and to cause harm in a way that appears natural, accidental or self inflicted. Hate groups and groups within congregations in this area organize the local stalking groups. They fuel support and participation from neighbors, and even from the border line mentally retarded individuals, by circulating false rumors that the target is mentally insane, child molester, drug dealer, a prostitute, homosexual, spy, terrorist, etc. On some cases, members are told they are helping police in conducting a secret investigation. On some cases, as payment for passing information, they receive gas, pizza, drugs, etc. People from all walks of life, from the homeless to professional people, compose these groups. Members of these groups are found on the courts, universities, hospitals, the clergy and even on police departments. These groups are responsible for causing many of the fatalities in this area.

The gang stalking began after I brought claims of racial discrimination and fraud of federal funds against members of the bar and of the judiciary in the State of Michigan, and intensified after I brought claims of judicial misconduct against Judge Ramos, against Judge Hinojosa, and against Judge Crane. Some of the identified culprits include a self proclaimed apostle of a non-Christian- faith- funded congregation, a high school teacher, the wife of a high school teacher, and a pilot of a local bank. Without a hearing and despite of defendants' admissions and incriminating evidence, US District Judge Lynn N. Hughes, dismissed the case. The US Court of Appeals dismissed the appeal as frivolous and issued the first warning of sanctions. Maldonado v Lindquist, et al, US District Court Southern District of Texas, Houston Division, Case N0. H-05-97.(US Court of Appeals for the Fifth Circuit Case No. 05-20257).

In response to complaints of electronic aggression and organized stalking, and after examination of radiation meters on videotape, and of the pain and suffering of my children, an investigator for the City of Mission police department concluded that our home had been the subject of an electronic aggression. Another investigator claimed that the local office of the Federal Bureau of Investigation had directed him no to intervene because of an ongoing investigation of my activities by the Central Intelligence Agency.

Based on these facts, and on the facts established by federal litigation, a law suit was filed in federal court in Washington, D.C. The law suit sought an Order to compel the Defendants to cease and desist from using radiation surveillance during any investigation of my activities. Without a hearing, and without allowing the Defendants to respond, US District Judge Richard W. Roberts, dismissed the Complaint as delusional or fantastic.

On November 21, 2006, Ginsburg, Chief Judge, and Randolph and Tatel, Circuit Judges denied the Petition for Rehearing. The same day, Ginsburg Chief Judge, and Sentelle, Henderson, Randolph, Rogers, Tatel, Garland, Brown, and Kavanaugh, denied the Petition for Rehearing in Banc.

Judge Brett Kavanaugh, a former White House aide, is disqualified to hear this case or any other cases of domestic surveillance. Judge Kavanaugh was involved in crafting strategies to conceal from Congress the harmful use of radiation surveillance on Americans, and is under a Congressional inquiry to determine if he deceived a Congressional Committee during confirmation hearings. On June 21, of 2007, the US Supreme Court declined to get involved in the case.

Photo "C" is my father-in-law during the electronic aggression. Photo "D" shows how the swelling caused by exposure to radiation inside the skull is displacing one of my eyes out of place. Photo "E" is a picture of my three youngest children. Photos "F', "G," and "H" "I" and "J', show the swelling, pain and suffering caused by the radiation aggression. Photos "K", "L", and "M" show detection equipment indicating that an electronic aggression is taking place. The meters indicate the full range of the meter indicating 110 thousand milliroentgens per hour- 350 thousands counts per minute of gamma radiation. Photo "N" is a cartoon depicting some of the technology used to direct harmful radiation on unsuspected victims in order to monitor activity inside walls and even in a moving vehicle. Exhibit "1" and video recordings have been introduced in federal litigation as evidence of the pain and suffering caused on our family by an electronic aggression.

Given the number of victims complaining of harmful radiation surveillance, the program has the ability to secretly monitor at all times the activities of each member of Congress including their extended families and to use the information in the pursuit of private agendas.
